CHAIRMAN: Upon your election as Chairman of the Committee on Ways and Means, you instructed the staff to prepare a document which would be of use to Members of the Committee when reviewing programs within the Committee's jurisdiction. A committee print entitled "Background Material and Data on Major Programs Within the Jurisdiction of the Committee on Ways and Means" (WMCP: 97-2) was published on March 10, 1981, and quickly became known as the "Green Book." As you know, the Green Book has been revised and updated annually. On behalf of the staff, I am pleased to transmit to you and the other Members of the Committee on Ways and Means, the 1988 edition of the Green Book. The Green Book integrates a description of each program within the jurisdiction of the Committee with current data concerning the population served by the program, an analysis of interactions with other major programs, and historical information covering the program. It is a unique yearly compilation of information which Members of Congress appear to find extremely useful. In addition, it has come to the staff's attention that increasing numbers of analysts and institutions outside the legislative process have come to rely on the Green Book and look forward to its yearly publication. The staff wishes to express its appreciation to the many individuals who contribute annually to the publication of the Green Book.
