1/ Distribution is based on the formula of multiplying the number of handicapped children receiving special education in each State by 40 percent of the national average per pupil expenditure, and ratably reducing this share based on the appropriation available for distribution. No State may receive less than it received in 1977. Allocations to the Outlying Areas are based on one percent of the amount available. Allocations to the Secretary of the Interior are based on 1.25 percent of the aggregate amount available to all States.

2/ Amounts allocated to the Federated States of Micronesia (FSM) and the Marshall Islands may be reduced in accordance with section 105(1)(2) of the Compact of Free Association Act of 1985 (P.L. 99-239); amounts not obligated to FSM and the Marshall Islands will be reallocated among other eligible recipients.

1/ Allocations are based on $300 per child for approximately 266,000 children counted as served on December 1, 1986, plus 30,665 additional children States estimated they would be serving in the 1987-88 school year and for whom they received $3,270 per child.

children served. Of the funds appropriated, $94,838,000 remain. No
distribution has been made for an expected additional 21,000 children
whom States will report as served and for whom they would receive $400
per child.
In addition, no distribution has been made for an expected
23,000 children whom it is expected States will estimate they will be
serving in the next school year and for whom they would receive $3,800
per child.

3/ Allocations are based on $500 per child for approximately 266,000 children served. Of the funds requested, $72,305,000 remain. No distribution has been made for an expected additional 51,000 children whom States will report as served and for whom they would receive $500

In addition, no distribution has been made for an

expected 12,000 children whom it is expected States will estimate they will be serving in the next school year and for whom they would receive $3,800 per child.
