1/ Under the amended Carl D. Perkins Vocational Education Act, $50,000 each is allotted to the 5 Outlying Areas. Then, funds to States are allocated by using the estimated State products of: (1) the State allotment ratios, based on inverse per capita income, with limits of 0.60 to 0.40; and (2) the State's population ages 15-19, 20-24, and 25-26, except that no State may be allotted less than $120,000 nor more than $225,000.

2/ Amounts allocated to the Trust Territory include amounts for the Federated States of Micronesia (FSM) and the Marshall Islands, which may be reduced in accordance with Section 105(1)(2) of the Compact of Free Association Act of 1985 (P.L. 99-239); amounts not obligated to FSM and the Marshall Islands will be reallocated among other eligible recipients.

1/ Under the Adult Education Act, distribution is based on initial allocation of $250,000 to each State and $100,000 to each Outlying Area, with the remainder distributed on the basis of population age 16 and over with less than a high school diploma. No State may receive less than its allocation for fiscal year 1984.

2/ Amounts allocated to the Federated States of Micronesia (FSM) and the
Marshall Islands may be reduced in accordance with section 105(1)(2)
of the Compact of Free Association Act of 1985 (P.L. 99-239); amounts
not obligated to FSM and the Marshall Islands will be reallocated among
other eligible recipients.

1/ Section 702 of the McKinney Act authorizes funds to be allocated to the
States on the basis of State estimates of their homeless populations,
with each State receiving at least $75,000. This method of allocation
has proved unworkable, and the Department has notified Congress that it
intends to allocate the funds according to a formula that takes into
account the number of individuals in each State who have attained 16
years of age, do not have a certificate of high school graduation or its
equivalent, and are not enrolled in a secondary school program. As
specified in Section 702, no State would receive less than $75,000.
This formula is similar to that specified in the Adult Education Act,
and it provides a reasonable proxy for determining the relative numbers
of homeless individuals in States.
