The subcommittee met, pursuant to notice, at 10 a.m., in the Watsonville City Hall Council Chambers, 250 Main Street, Watsonville, CA, Hon. Esteban Torres presiding.

Present. Chairman Torres, Representatives Pelosi and Panetta. Chairman TORRES. Good morning, ladies and gentlemen. My name is Congressman Esteban Torres from Los Angeles, CA, and I am a Member of the House Banking, Urban Affairs and Finance Committee of the United States Congress, House of Representatives. I am joined today by my colleague, Leon Panetta, the Congressman from the 16th Congressional District, your district here. We are here today as part of an ad hoc committee that was put together by the Chairman by the Banking, Urban Affairs and Finance Committee of the House, Mr. Gonzalez. The purpose of this ad hoc committee was to come to this area-today, Watsonville; tomorrow, San Francisco-to begin to look at, and listen to, an array of witnesses and speakers who will tell us about the aftermath of the devastating earthquake that hit this area on October 17, 1989. It has been almost 6 months since the Loma Prieta earthquake. And, the city of Watsonville and the surrounding area is where the greatest impact of the earthquake was felt, particularly by low income persons, our business community, of course, and our farm worker population. There is an affordable housing crisis in this area which has been further exacerbated by the earthquake, and which these hearings will attempt to serve to highlight.

As a result of the earthquake, thousands of migrant workers have been living in tents, as we have heard, and in many other overcrowded living conditions with other family members. In the Watsonville-Santa Cruz area, the earthquake ruined 2,860 residential units and 615 residential hotel units. Watsonville alone lost 8 percent of its housing stock.

I have had this morning a small occasion to be able to walk down the business street of Watsonville and survey for myself the extensive damage that took place here to your business community. Further in the day, I hope to look and travel through the residential area to see the impact of the earthquake there. To be sure, there is
