The territory embraced in the District was ceded to the United States, in accordance with the provisions of the Constitution, by the State of Maryland, by act of her legislature of Dec. 23, 1788, and by the State of Virginia, by act of her legislature of Dec. 3, 1789. These cessions were accepted by Congress, by act of July 16, 1790, and the lines and bounds of the District were established by a proclamation of the President, George Washington, Mar. 30, 1791. By an act of July 9, 1846, Congress retroceded the county of Alexandria, in the District of Columbia, to the State of Virginia. The present government of the District is administered by a board of three Commissioners, appointed by the President, in pursuance of an act of Congress of June 20, 1874.
