Dingell, chairman of the Subcommittee on Fisheries and Wildlife Conservation, I am pleased to transmit this compilation of laws relating to fish and widlife, oceanography, and environmental quality. This document was cooperatively prepared by researchers from several divisions : Mr. George Costello (American Law Division), Mr. Daniel Beard (Environmental Policy Division), Mrs. Nancy Petersen (Science Policy Research Division), and Miss Patrice Fletcher (Foreign Affairs Division). The project was carried out under the direction of Mr. Harry N. Stein, Chief of the American Law Division and Mr. Richard Carpenter, Chief of the Environmental Policy Division.
