The subcommittee will come to order. This morning we have with us the Honorable Elliot L. Richardson, Secretary from the Department of Health, Education, and Welfare. We are pleased to have you and your staff here for this appropriation hearing on the 1971 budget for your Department. The committee has now completed hearings with nondepartmental witnesses, the Related Agencies, and the Department of Labor. We already have, of course, as everyone knows, passed the Office of Education part of the bill which is now down at the White House for signature. ANTICIPATED CONCLUSION OF HEARINGS We are hopeful these hearings can be completed around the middle of August so we can proceed with the markup. HEALTH AND WELFARE PROGRAMS: APPROPRIATIONS PROCESS I know the Department is anxious to know what its budget will be and to see that it is well spent on these necessary programs. The committee wants to provide for these very essential programs in health and welfare. |
