5 1 of $60,000,000 for the fiscal year ending June 30, 1967, 2 the sum of $90,000,000 for the fiscal year ending June 30, 3 1968, and the sum of $120,000,000 for the fiscal year end4 ing June 30, 1969; but for the fiscal year ending June 30, 5 1970, and the succeeding fiscal year, only such sums may be 6 appropriated as Congress may hereafter authorize by law. 7 In addition to the sums authorized to be appropriated for 8 each fiscal year for which an appropriation is authorized by 9 the preceding sentence, there is hereby authorized to be 10 appropriated for that fiscal year for making such grants the 11 difference (if any) between any specific sums authorized to 12 be appropriated under the preceding sentence for the pre13 ceding fiscal year and the sums which were appropriated for 14 such preceding year under such sentence. Sums appropri15 ated pursuant to this title for any fiscal year shall remain 16 available for grants under this title until expended." 17 EXTENSION OF LOANS FOR CONSTRUCTION OF ACADEMIC 18 19 FACILITIES SEC. 5. Section 303 (c) of the Higher Education Facili 20 ties Act of 1963 is amended-. (1) by striking out "four" in the first sentence and inserting "seven"; (2) by striking out in the second sentence "; but for the fiscal year ending June 30, 1967," and inserting 6 1in lieu thereof ", the sum of $200,000,000 for the fiscal 2 year ending June 30, 1967, and for each of the two 4 5 6 7 8 9 succeeding fiscal years; but for the fiscal year ending June 30, 1970,"; and (3) by amending the third and fourth sentences to read as follows: "In addition to the sums authorized to be appropriated for each fiscal year for which an appropriation is authorized by the preceding sentence, there is hereby authorized to be appropriated for that fiscal 10 year, for making such loans, the difference (if any) between any specific sums authorized to be appropriated 11 under the preceding sentence for the preceding fiscal year and the sums which were appropriated for such preceding year under such sentence. Sums appropri ated pursuant to this subsection for any fiscal year shall be available without fiscal-year limitations for loans under this title." CLARIFYING AMENDMENT OF DEFINITION OF DEVELOPMENT COST 20 SEC. 6. Subsection (c) of section 401 of the Higher 21 Education Facilities Act of 1963 is amended (1) by insert22 ing "(1)" immediately after "(c)", (2) by redesignating 1 7 clauses (1) and (2) as clauses (A) and (B), respectively, 2 (3) by redesignating subclauses (A) and (B) as sub 3 clauses (i) and (ii), and (4) by adding at the end thereof 4 the following new paragraph: 5 “(2) In determining the development cost with respect 6 to an academic facility, the Commissioner may include ex7 penditures for works of art for the facility of not to exceed 8 1 per centum of the total cost (including such expenditures) 9 to the applicant of construction of, and land acquisition and 10 site improvements for, such facility." 11 REPEAL OF AUTHORITY TO PRESCRIBE A SCHEDULE OF 12 4 FEES FOR CERTAIN INSPECTIONS 13 AND RELATED 14 ACTIVITIES SEC. 7. The Higher Education Facilities Act of 1963 is 15 amended by striking out subsection (b) of section 304 and 16 by redesignating subsection (c) and references thereto as 17 subsection (b). 18 ONE-YEAR EXTENSION OF ASSISTANCE TO DEVELOPING 20 SEC. 8. Paragraph (1) of section 301 (b) of the Higher 21 Education Act of 1965 is amended by inserting after "June 66-396 - 66 3 8 1 30, 1966," the following: "and the sum of $30,000,000 for 2 the fiscal year ending June 30, 1967,". PURPOSE OF THE LEGISLATION H.R. 14644 is designed to renew and strengthen two Federal assistance programs essential to the advancement of educational opportunities in the Nation: (1) The construction of higher education facilities; and In 1963, the Congress in approving the Higher Education Facilities Act authorized a 5-year program of grants and loans for the construction of undergraduate and graduate facilities. For the first 3 fiscal years of the program, fiscal years 1964, 1965, and 1966, the act contained specific authorizations for each of the three programs carried on under the act, i.e., grants for the construction of under graduate facilities, grants for the construction of graduate facilities, and loans for the construction of academic facilities. It is the purpose of H.R. 14644, in addition to proposing minor revisions in the Facilities Act, to specify authorizations for the remaining 2 years of the programs and to extend the act for 3 additional years, specifying authorizations for the first year of the 3-year extention. |
