The subcommittee met, pursuant to notice, at 9:30 a.m., in room 4200, New Senate Office Building, Senator Wayne Morse (chairman of the subcommittee) presiding.

Present: Senators Morse (presiding), Yarborough, Randolph, and

Javits.

Senator MORSE. The hearing will come to order. In opening the 3-day hearings on the Higher Education Act Amendments of 1966, the subcommittee is pleased to welcome this morning the administration witnesses who will present the case in chief in support of the proposals set forth in S. 3047, which I had the honor to introduce in the Senate, and which are contained in the House-passed companion bill, H.R. 14644.

I direct that the bills, as well as the House Education and Labor Committee report on H.R. 14644, be printed at this point in the hearings record.

Mr. MORSE (for himself and Mr. McGEE) introduced the following bill; which was read twice and referred to the Committee on Labor and Public Welfare

A BILL

To strengthen and improve public and private programs of assistance for institutions of higher education and students attending them.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Higher Education 4 Amendments of 1966".

GRADUATE ACADEMIC FACILITIES

SEC. 101. (a) Section 101 of the Higher Education 8 Facilities Act of 1963 is amended to read as follows:

9 "SEC. 101. (a) For the purpose of enabling the Com10 missioner of Education (hereinafter in this Act referred to as 11 the "Commissioner") to make grants to institutions of higher 12 education for the construction of academic facilities in accord13 ance with the provisions of this title, there is hereby author14 ized to be appropriated the sum of $230,000,000 for the 15 fiscal year ending June 30, 1964, and for the succeeding 16 fiscal year, $460,000,000 for the fiscal year ending June 17 30, 1966, $453,000,000 for the fiscal year ending June 30, 18 1967, and such sums as may be necessary for each of the 19 four succeeding fiscal years. In addition to the sums author20 ized to be appropriated under the preceding sentence for 21 each fiscal year, there is hereby authorized to be appro22 priated for that fiscal year for making such grants the 23 difference (if any) between any specific sums authorized 24 to be appropriated under the preceding sentence for the pre

1 ceding fiscal year and the sums which were appropriated

2 for such preceding year under such sentence.

"(b) Sums appropriated pursuant to subsection (a)

4 of this section shall remain available for reservation as pro

5 vided in section 109 until the close of the fiscal year next

6 succeeding the fiscal year for which they were appropriated."

7 PAYMENTS FOR ADMINISTRATIVE EXPENSES AND FOR

PLANNING

9 SEC. 102. Subsection (b) of section 105 of the Higher 10 Education Facilities Act of 1963 is amended to read as 11 follows:

"(b) The Commissioner is authorized to expend not 13 exceeding $3,000,000 during the fiscal years ending June 14 30, 1965, and June 30, 1966, and not exceeding $7,000,000 15 for the fiscal year ending June 30, 1967, and each of the 16 four succeeding fiscal years, in such amounts as he may 17 consider necessary (1) for the proper and efficient admin18 istration of the State plans approved under this title and 19 under part A of title VI of the Higher Education Act of 20 1965, including expenses which he determines were neces21 sary for the preparation of such plans, and (2) for grants, 22 upon such terms and conditions as the Commissioner deter23 mines will best further the purposes of this Act, to State 24 commissions for conducting, either directly or through other
