Question 3A-B. Could you provide the following information about each of the 77 BIA boarding schools. Total costs: operational costs (busing etc); instruc tion costs; salaries; cost of curriculum development; and cost per pupil. Please give the same information for the day schools.

Answer. Providing operational costs in the requested format is difficult because Education does not receive financial reports on an individual installation or an Area basis. Financial reports have not been developed to meet the needs of the Education Program personnel at this time.

The final Financial Report on Status of Obligations for FY 1975 provides the following information:

3B. Question. (Last part of question) ... and also include information on travel by children to reach the schools, either by time or distance such as, how many travel more than an hour? Give same information on dormitories if it is applicable.

Answer. The policy of the Bureau of Indian Affairs is that no elementary child shall be required to walk a distance greater than one mile to get to school and a high school student a distance greater than one and one-half miles. If students ride a bus to school the policy is that no elementary student shall be required to ride a bus longer than one hour and a high school student longer than one hour and one-half.

If the above criteria for walking or riding a bus cannot be met students may enroll in a dormitory. If boarding students are near enough to the dormitory to make it feasible to bus students to their homes for the week-end and if the roads are passable to school buses or carry-alls, students are enrolled as five-day boarding students. Otherwise, students are enrolled on a seven-day basis and are transported home during longer holiday periods.

3C. In relationship to drop-outs and other inquiries regarding BIA Education, it should be known that an Education Information System is being implemented. The total system is comprised of five subsystems of:

The Student Enrollment System is in the process of being implemented and should be operational by the end of the 75-76 school year. It is anticipated that uses will be made of the Enrollment System before the first of January, 1976. The initial phase of implementation of the Curriculum subsystem is also being implemented. This first phase will provide a total scope, bureauwide, of BIA curriculum offerings. Ultimately, the Curriculum subsystem will provide basis information of BIA course offerings which may be subdivided into a number of factors.
