a consistent upward trend in proportion of assaults; instead year to year flucta tions are indicated by the data. Some systems, such as Gary and Berkeley, hay experienced a substantial decrease in the number of student and teacher assaul over the past few years.

The category of assaults on teachers includes a wide range of offenses. In on city, an example of a reported assault was the case of an elementary scho child who kicked over a chair which struck a teacher while the child was havin a temper tantrum. In another city, a vice-principal was shot by one of th students in his school. Both of these incidents are classified as assaults. Assaul on students are generally fights between students, athough more violent attack on students are also included in this category.

Comparability among districts is difficult due to variations in reporting pr cedures. The data reported for Detroit indicates the number of suspension occasioned by assaults rather than the total number of incidents of assault The figures of Los Angeles include assaults on security agents as well as teach ing personnel. The data for Baltimore represented in figures 1 through 4 indicat simple assaults only; aggravated assaults were reported for total school pe sonnel rather than for students and teachers separately. The total rate o assaults is represented in figures 5 and 6.

The average rate of assaults on students in 1974-1975 for the cities surveye was 21.28 for every 10,000 students enrolled. The average rate of teacher assault for the same year was 4.78 per 10,000 students. This means that over the cours of the year, less than one-half of 1 percent of the students and teachers in thes cities were subjected to assault attempts (.21 percent and .05 percen respectively).

The percentage of these assaults committed by outsiders (non-students) ha been estimated by school district personnel to range as high as 76 percent (se Table 4). The extent of the problem created by intruders varies from distric to district, but most superintendents felt it to be an area of considerable concern
