That the sum herein appropriated be deducted from the sum of two million five hundred and eighty-three thousand three hundred and thirty-three dollars authorized to be appropriated and expended for the year ending June thirtieth, eighteen hundred and ninety-eight, by the provisions of said act of June third, eighteen hundred and ninety-six. SEC. 3. That to supply deficiencies in the appropriations for the fiscal year eighteen hundred and ninety-seven, there is hereby appropriated out of any money in the Treasury not otherwise appropriated the following sums, namely: Executive Mansion. Refurnishing. Repairs, etc. EXECUTIVE MANSION. For refurnishing the Executive Mansion, three thousand eight hundred and seventy five dollars, to be expended by contract or otherwise, as the President may determine. [No. 9.] Joint Resolution Authorizing the Secretary of War to use rations for the relief of destitute persons in the district overflowed by the Mississippi River and its tributaries and by the Red River of the North, and making an appropriation to relieve the sufferers by said overflow. Resolved by the Senate and House of Representatives of the Mississippi United States of America in Congress assembled, That the Appropriation sum of two hundred thousand dollars is hereby appropri for relief of suf- ated out of any money in the Treasury not otherwise appro ferers. priated, to be expended by and under the direction of the Secretary of War in the purchase and distribution of subsistence stores to such destitute persons as may require assistance in the district overflowed by the Mississippi River and its tributaries and by the Red River of the North, by the recent floods. And the Secretary of War is authorized to use the steamers and other boats and vessels belonging to or now employed by the Government upon the Mississippi River and its tributaries in the transportation and distribution of the supplies furnished by the United States or individuals to and among said destitute and suffering people, and he may employ such other means of transportation as he may deem necessary to carry the purpose of this Joint Resolution into effect.
