(1) Page 6, line 22, after the word "including" insert the following: "$3,000 for membership in the Metropolitan Area Hospital Council; purchase of four additional vehicles and allowances for privately owned automobiles used for the performance of official duties in controlling venereal diseases at the rate of 8 cents per mile but not more than $600 per annum for each automobile;" these changes in language will enable the Health Department to become a member of the Hospital Council of the National Capital Area, as well as provide for the purchase of four additional vehicles and sufficient allowance for the use of privately owned automobiles in the venereal disease program to assure adequate coverage of the city.

(2) Page 7, line 1, after the word "Hospital" insert the following: "and for care and treatment of indigent patients in institutions, including those under sectarian control, under contracts to be made by the Director of Public Health;" this language was removed on a point of order on the floor of the House.

(3) Page 7, line 1, strike out "$66,528,000" and insert in lieu thereof "$67,778,000", or an increase of $1,250,000 in the appropriation.

(4) Page 7, line 1, preceding "Provided further" insert the following: "Provided, That the inpatient rate and outpatient rate under such contracts and for services rendered by Freedmen's Hospital shall not exceed $36 per diem and the outpatient rate shall not exceed $5 per visit:" This language was removed on a point of order on the floor of the House.

(5) Page 7, line 10, after the word "Columbia" insert the following: "Provided further, That $842,000 available for financial aid to needy children of unemployed parents shall be available only upon enactment into law of H.R. 10606, 87th Congress, or similar legislation." This legislation will permit the District of Columbia to participate in the plan to provide financial aid to needy children of unemployed parents as provided by H.R. 10606, 87th Congress, which provides approximately 58 percent Federal participation.

1 Includes an unbudgeted item of $61,418 for the Department of Public Health. Includes budget amendment of $842,000 contained in S. Doc. 108, and an amount of $29,488 for partial restoration of public assistance grants to large families. The latter item has been deferred upon request of the Commissioners pending further study.

HOUSE REPORT

"HEALTH AND WELFARE

"Two of the major programs of the District Government are included in this appropriation. A total of $66,528,000 is recommended for the health and welfare activities during the ensuing year. This is an increase of $4,232,910 over 1962 appropriations, but a decrease of $1,633,000 in the estimates.

'Department of Vocational Education. The recommended appropriation for this Department in 1963 is $403,000, an increase of $27,000 over 1962, but $9,900 less than requested. A total of 51 positions are authorized for the coming year. "Department of Public Health.-Appropriations recommended for public health activities total $44,269,000, an increase of $3,751,000 over the current allocations. Reductions made in the budget estimates amount to $285,400.
