This is a compilation of legislation administered by the Agricultural Stabilization and Conservation Service and related legislation. Certain provisions of law which were applicable to prior years or crops, but which have not been repealed by the Congress, have been omitted from this compilation. These may be found in prior compilations. Certain sections and subsections which have been temporarily suspended are shown in italics so that they may be easily distinguished from the provisions of law currently applicable.

The language of the legislation appearing in this compilation is as it appears in the U.S. Statutes at Large. For the convenience of the reader, citations are made at the end of sections to the U.S. Code, 1976 edition and supplements thereto. The subject headings used herein are generally those as enacted; some of them, however, have been changed and other headings have also been added by the editors of this compilation for explanatory purposes.

The statutes contained in this compilation are subject to the provisions of Reorganization Plan No. 2 of 1953 (18 F.R. 3219, 67 Stat. 663, 5 U.S.C. 133z-15, note), prepared by the President and transmitted to the Senate and House of Representatives on March 25, 1953, pursuant to the provisions of the Reorganization Act of 1949 (5 U.S.C. 133z to 133z-15). The plan transfers to the Secretary of Agriculture all functions not then vested in him of all other officers and of all agencies and employees of the Department of Agriculture, except functions vested by the Administrative Procedure Act in hearing examiners employed by the Department and functions of the corporations of the Department, the Boards of Directors and officers of such corporations, the Advisory Board of the Commodity Credit Corporation, and the Farm Credit Administration.

It is expected that this compilation will be supplemented from time to time, as new or amendatory legislation is enacted, with supplementary pages to be added to the compilation.

NOTE-This Handbook supersedes Agriculture Handbook No. 476, as revised June 1, 1978.
