A prior section 502 of Pub. L. 92-255, Mar. 21, 1972, 86 Stat. 85, amended section 217 of the Public Health Service Act by adding subsec. (e) [section 218(e) of Title 42, The Public Health and Welfare], and amended section 266 of the Community Mental Health Centers Act [former section 2688t of Title 42, The Public Health and Welfare].

§ 1193. Research and development: encouragement; clinical research facilities: establishment; authorization of appropriations

(a) The Director shall encourage and promote (by grants, contracts, or otherwise) expanded

research programs to create, develop, and test(1) synthetic analgesics, antitussives, and other drugs which are

(A) nonaddictive, or

(B) less addictive than opium or its derivatives, to replace opium and its derivatives in medical use;

(2) long-lasting, nonaddictive blocking or antagonistic drugs or other pharmacological substances for treatment of heroin addiction; and

(3) detoxification agents which, when administered, will ease the physical effects of withdrawal from heroin addiction.

In carrying out this section the Director is authorized to establish, or provide for the establishment of, clinical research facilities.

(b) For purposes of carrying out subsection (a) of this section there are authorized to be appropriated $7,000,000 for the fiscal year ending June 30, 1976, $1,750,000 for the period July 1, 1976, through September 30, 1976, $7,000,000 for the fiscal year ending September 30, 1977, and $7,000,000 for the fiscal year ending September 30, 1978.

CODIFICATION

Section 72, R.S. § 4082, relating to the solemnization of marriages, was transferred to section 1172 of this title.

Section 73, R.S. § 1707, relating to the receipt of protests and declarations by consuls and vice-consuls, was transferred to section 1173 of this title.

Section 74, R.S. § 1708, relating to lists and returns of seamen and vessels, was transferred to section 1174 of this title.

Section 75, R.S. § 1709, relating to the handling of estates of decedents by consular officers, was transferred to section 1175 of this title.

Section 76, R.S. § 1710, relating to notification of death of a decedent by a consular officer, was transferred to section 1176 of this title.

Section 77, R.S. § 1711, relating to following testamentary directions by a consular officer, was transferred to section 1177 of this title.

Section 78, act June 30, 1902, ch. 1331, § 1, 32 Stat. 546, relating to the appointment of a consular officer as a trust officer for the settlement or conservation of an estate, was transferred to section 1178 of this title. Section 79, act June 30, 1902, ch. 1331, § 2, 32 Stat. 547, relating to the failure of a consular officer to post bond prior to appointment as an administrator, was transferred to section 1179 of this title.
