The subcommittee met, pursuant to the call at 9:55 a.m., in room 1324, Longworth House Office Building, Hon. Harold T. Johnson (chairman of the subcommittee) presiding. Mr. JOHNSON. The Subcommittee on Irrigation and Reclamation will please be in order for the consideration of H.R. 868, by our colleague, Mr. Martin, to authorize the Secretary of the Interior to construct, operate and maintain the O'Neill unit, Missouri River Basin project, Nebraska, and for other purposes. The subcommittee visited this project during the month of July 1970, and compiled an extensive hearing record which has been made available to each member of the subcommittee. This record contains a great deal of testimony relative to the physical plan and the attitude of the people living in the vicinity of the project. For this reason, we hope that the witnesses from the State will observe the committee's 5-minute rule which requires that prepared statements be filed for the record and oral summaries be limited to 5 minutes. It is only by the cooperation of all concerned that we will be able to complete our list of witnesses today. The Chair would like to further note that hearings involving some of our witnesses are proceeding simultaneously in the other body, which has evidently seen fit to impinge on our regular witnesses schedule. We will proceed in the order of our witness list and if any person has been detained at the other hearing, it would be the intention of the Chair to pass him by and hear his testimony when he arrives in this committee room. At this time, unless there is objection, I would ask that H.R. 868, introduced by our colleague, the Honorable Dave Martin, be placed in the record at this point to be followed immediately by the report of the Department of the Interior, dated January 25, 1972.
