The subcommittee met, pursuant to notice, at 9:30 a.m., in the Gold Room West, Blackhawk Hotel, 309 Perry Street, Davenport, Iowa, the Hon. Roy A. Taylor, chairman of the subcommittee, presiding. Mr. TAYLOR. The House Subcommittee on National Parks and Recreation will now convene. It is a pleasure for those of us on the committee to be here today and to take testimony concerning H.R. 10529, a bill introduced by our colleague from Iowa, Mr. Kyl. I might state that I am Congressman Roy Taylor from North Carolina, and chairman of the House Subcommittee on National Parks and Recreation. To my left is Congressman John Kyl of Iowa. I think before the hearings are over, you will agree with me that he is a very constructive, independent thinker, and makes a very valuable contribution to our committee. To my right is Congressman Keith Sebelius of the nearby State of Kansas. He, too, is a very dedicated member of the committee. I would like to point out at the outset that this is a proposal only. This is in the form of a bill but it is a proposal which we could use for discussion purposes. The purpose of the hearing is to listen to the views of those persons who have indicated an interest in the legislation. The bill would authorize the establishment of the Upper Mississippi River National Recreation area. If approved, the area would extend some 660 miles through five States along the river from Minnesota to Missouri. Much of the land contemplated for inclusion in the recreation area is already federally owned. Much of the area is subject to frequent flooding but it is still suitable for certain types of outdoor recreation. Now, on our subcommittee, Representative John Kyl has shown a great amount of interest in this project over a period of several years. He, with the aid of governmental agencies, has studied all aspects of the proposal and I am sure he will continue to make a constructive contribution toward finding the right answers. Again I say this is a preliminary hearing. We are here to learn about the proposal. We want to find out your views on the matter. |
