PROGRAM DESCRIPTION FOR FULL FUNDING
Emergency Employment Act of 1971

Section 7(c) (2) of P. L. 92-54 requires each application for financial assistance to include a description of the area to be served and a plan for effectively serving on an equitable basis the significant segments of the population to be served, including data indicating the number of potential eligible participants and their income and employment status. To fulfill this requirement, each Application for Full Funding will be accompanied by a narrative description of the Program Agent's planned program to include the items listed below. This description is to be prepared by the Program Agent and attached to his Program Summary (MA 6-47).

Give a brief narrative description of the area served by the agent, including such labor market information as the size of population, area employment and unemployment trends over the past year, major industries, the current estimated number of unemployed and the rate of unemployment.

Characteristics of the Unemployed

Describe the characteristics of the unemployed population, including personal characteristics such as age, race, and sex, and labor force characteristics such as occupations, income and skill levels. Indicate the number and characteristics of welfare recipients in the area and the estimated numbers of families living in poverty. Also describe and estimate the size of the segments of the unemployed population which will need special attention (the Act specifically mentions the following "significant segments": recently returned veterans, former manpower trainces, those of limited English-speaking ability, migrants, older workers, youth, Indians, the disadvantaged and persons who have been displaced from work as a result of technological changes or as a result of shifts in the pattem of Federal expenditures).

C. Description of Public Service Needs

Provide a description of the area's unmet public service needs (as described in Section 14(a) (3) of the Act), and state the priorities among such needs.

Provide a narrative description of the methods which were used to determine the proposed distribution of funds and job opportunities among different sections of the geographic area served by the Program Agent. Include in this description the following:

1. Any formula, calculations or procedures which were used for distributing the funds and jobs among other units of govemment within the area served by the Program Agent;

2.

The source of any data used to determine the extent and persistence of unemployment in these areas;

3.

Evidence that the Program Agent has reviewed the public service needs of all areas served;

4.

Reasons for any differences between the amounts requested by the govemmental units and the amounts to be granted. Include a table which:

ist each city with a population of 10,000 or more and every county in the area served by the
Program Agent;

Lists the estimated population of the area served by each govemmental unit based on the most recent data available;

Lists the estimated unemployment rate for each area based on the most recent figures available;
Lists the amount of funds requested from the Program Agent by each govemmental unit;

Lists the amount of funds to be granted to each of these govemmental units as sub-grantees of the
Program Agent,

Changes in Initial Plans for Sub-Grantees, Distribution of Funds and Jobs

Describe any changes made since submittal of the Application for Initial Funding in the proposed distribution of funds and jobs to sub-agents.

F. Clearances

1. Comments of Govemment Units

Identify any govemment units to which the Application was transmitted for comment in accordance with Section 55. 10 of the regulations, Identify any other govemment units which commented on the Application, give the date the request for comments was made, the names of the officials submitting such comments and attach a copy of these comments as transmitted to the Program Agent.

2. Comments of Labor Organizations

Identify any labor organizations to which the Application was transmitted for comment in accordance with Section 55, 10 of the regulations. Give the date the request for comments was made, the names of the officials submitting such comments and attach copies of these comments as transmitted to the Program Agent.

INSTRUCTIONS FOR OCCUPATIONAL SUMMARY

An individual Occupational Summary will be completed for the Program Agent and for each sub-agent listed on the Program Summary (MA 6-47). The Occupational
Summary for the Program Agent will cover only those jobs under his immediate jurisdiction.

Check the appropriate boxes. If this is an application for full funding, the
information submitted should include all funds and jobs for the total program,
including those which were contained in the initial funding.

Enter the name, title, address and telephone number (including area code)
of the official to be contacted on all matters dealing with the program to
be conducted by the Program Agent or sub-agent.

5.

If the form covers a sub-agent, enter the name of the Program Agent from
whom the sub-agent's funds are to be obtained.

6.

Enter the date of the Program Agent's application for funds or modification.

7.

Enter the estimated average number of participants to be employed during each month of the program.

Enter the total estimated costs for each cost category and indicate the
amount to be provided as the local share of the program and the amount to
be provided from Federal funds. Funds for Training and Employment Ser
vices are not included in Initial Funding grants and the Occupational
Summary for mitial Funding should not include expenditures for these cost
categories.

This table shows the kinds and numbers of jobs which will be provided by
the Program Agent or sub-agent, the rates of pay for each job, and the
man-months of employment.

Insert the Dictionary of Occupational Titles (DOT) Code for each Occu-
pational title, to six digits. If the full DOT Code is not available for
an occupational title, show at least the DOT Code to three digits, if
possible.

Enter the number (shown below) of the public service area in which the
job is to be established. The public service area should be determined
by the primary function of the employing agency or the specific unit of
the employing agency if that agency covers more than one public service
area. The public service area should not be determined by the Occupa-
tional Title.

List descriptive titles of occupations to be created under this program.
These titles are to be listed by Employing Agency, i. e., the organizational
unit within the Program Agent or sub-agent on whose payroll the partici-
pant filling the job will be listed, such as the Police Department, Health
Agency, etc. If the employing agency is a State department or division,
the occupations should be listed by the city or county in which the jobs
are located.

Enter the number of jobs in each occupation to be created under the
funding requested. Separate professional jobs (as defined in the
regulations) from all others.

Enter the monthly wage rate for each occupation.

Enter the estimated number of man-months of employment to be pro-
vided by the number of jobs established for the occupation. This is
determined by totaling the number of months each job will be filled.

Enter the total amount of wages that are to be paid participants in this
occupation. This total is obtained by multiplying Column 14 by Col-
umn 15.

Indicate the total number of jobs, man-months of employment and wages.

OCCUPATIONAL DESCRIPTIONS FOR FULL FUNDING

Emergency Employment Act of 1971

Provide individual narrative descriptions and attach to the Occupational Summary (MA 6-48) for the Program Agent and each sub-agent for each of the topics listed below:

Give a brief description of the methods which will be used to recruit, select, determine the eligibility and orient the participants who will be employed under the grant requested in this Application. Identify the agencies which will perform these functions. Describe special efforts which will be made to recruit and select participants from significant segments of the unemployed population.

Describe plans for training which will be necessary to insure upward mobility and career advancement of participants. Include a description of any proposed linkages with other manpower programs. Distinguish among such types of training as on-the-job training and institutional training, and basic or remedial training and job-related skills training. Include the names of agencies which will provide such training. Also include plans for the provision of employment (supportive) services, such as day care, counseling and health care, and identify the providers of each service.

Estimate the number of participants who will receive training and the number who will receive supportive ser vices. If funds are to be allotted to contractors for training and supportive services, indicate the names of the contractors, the amount of funds, the types of services, the number of participants who will benefit and the length of time each service will be provided.

Describe plans to improve the employment and advancement opportunities of program participants, and to expand employment opportunities for disadvantaged persons and other unemployed and underemployed persons, including:

1. Analysis of jobs and skill requirements by participating government units;

2.

Review and modification of civil service requirements and practices to eliminate artificial barriers to
employment;

3. Identification of occupational fields which are likely to expand when the unemployment rate recedes;

4. Development of career ladders to enhance upward mobility;

5.

Plans to move participants from transitional employment to regular, permanent jobs, including a description of the employing agencies' plans to absorb participants into their own permanent staff; and

Briefly describe the methods used to arrive at the rates of compensation for each occupation. Provide a comparison with the wages paid for similar public occupations by the same employer.
