Identify the agencies which will perform these functions. Describe special efforts which will be made to recruit and select participants from significant segments of the unemployed population. Describe plans for training which will be necessary to insure upward mobility and career advancement of participants. Include a description of any proposed linkages with other manpower programs. Distinguish among such types of training as on-the-job training and institutional training, and basic or remedial training and job-related skills training. Include the names of agencies which will provide such training. Also include plans for the provision of employment (supportive) services, such as day care, counseling and health care, and identify the providers of each service. Estimate the number of participants who will receive training and the number who will receive supportive ser vices. If funds are to be allotted to contractors for training and supportive services, indicate the names of the contractors, the amount of funds, the types of services, the number of participants who will benefit and the length of time each service will be provided. Describe plans to improve the employment and advancement opportunities of program participants, and to expand employment opportunities for disadvantaged persons and other unemployed and underemployed persons, including: 1. Analysis of jobs and skill requirements by participating govemment units; 2. Review and modification of civil service requirements and practices to eliminate artificial barriers to 3.
