INTRODUCTION

The legislative history of H.R. 4750 is a compilation of legislative history materials relating to the enactment of Public Law 89-243. The purpose of this history is to make readily available all of the public documents containing pertinent information relative to the enactment of the law.

This document sets forth in chronological order the action taken by the Congress with respect to the law. For example, section 1 sets forth the public law; section 2, the President's message; section 3, the bill as introduced in the House of Representatives, and so on.

The material contained in this legislative history has been inserted herein in toto; therefore, the original pagination appears in all cases.
