FEDERAL POWER COMMISSION

Subcommittee Analysis

The Federal Power Commission reported only one data bank.

The Commission was generally responsive; most answers were direct and to the point. Although the FPC did attempt to answer every question, the response does not make clear whether an individual may supplement or correct information contained in his file.

III. Comments on Specific Questions

A. Statutory Authority

Natural Gas and Federal Power Acts authorize the Commission to maintain payroll and personnel records. Computerization of such records is intended to enhance the efficiency of the record keeping operation. Express statutory authority is, therefore, available.

B. Subject Notification and Review

Employees are not notified that information recorded on various personnel records becomes part of a data bank. Information recorded in the data bank is not accessible to individuals; however, employees are allowed to review existing records from which computer data is derived. As noted above, the response does not make clear whether an individual can supplement or correct recorded data.

C. Access by Other Agencies

The Civil Service Commission has access to the Federal Power Commission's data. Periodic reports are submitted by the latter to the former. There is no interfacing between the Federal Power Commission and any other agency.

D. Public Access

The response states that recorded data is available to those processing it and to responsible Commission officials. Presumably, persons other than those named in the response would not have access to the files.

E. Security Precautions

Recorded data is kept in secured areas; improper use of data is prevented by restricting the number of employees who process the data.
