Section-by-section analysis.-- (III) 79 83 INTRODUCTION This committee print is an updated compilation of legislation developed by the committee in the field of economic development over the past 5 years to assist areas, districts, and regions of our country who have lagged behind the rest of the Nation in its economic growth and are suffering substantial and persistent unemployment and underemployment. The latest changes made to the Appalachian Regional Development Act of 1965 and the Public Works and Economic Development Act of 1965 by amendments enacted into law last November 25, 1969, are included in this print. The original acts as amended in 1967 and again in 1969 are presented in their present form to show the law as it exists today. Section by section analyses of these acts are supplied for those who wish a simplified explanation of the provisions of this legislation. The committee has reported a bill (H.R. 15712) which would extend the present authorizations to titles I through IV of the Economic Development Act for 1 additional fiscal year until June 30, 1971. If enacted into law it will mean that, with the exception of the authorizations for the Appalachian highway system, all of the authorizing legislation will expire June 30, 1971. Evaluations of these programs are presently under way by our Special Subcommittee on Economic Development Programs as well as the respective agencies to determine not only the effectiveness of these programs, but also any changes needed in this legislation. The committee expects to deal with proposed comprehensive changes in the near future. This compilation should prove to be a valuable working tool to the committee in its deliberation of future legislative action deemed necessary to assure a sound and balanced economy in the future development of our economy.
