Mr. ANDREWS. The committee will come to order.

We have with us this morning the Clerk of the House of Representatives, a former colleague of ours, a distinguished Virginian, a man who in my opinion is doing a good job as Clerk, and the members of his staff.

The committee will now consider the supplemental items pending before the committee in connection with the second supplemental bill for 1968, which the chairman has scheduled for reporting on May 10.

There are five items of appropriation appearing in House Document No. 274, all relating to the House of Representatives. I understand there will also be submitted shortly a number of supplemental estimates under the Pay Act, Public Law 90-206, which was generally effective as of last October. Principally in the case of the Architect of the Capitol, there will also be the usual wage board supplemental items.
