I have been informed of your excellent efforts with respect to the establishment of a drug abuse training program at air force facilities here in California. This is a particularly desirable effort because of the serious ding problems brought home by servicemen returning from Southeast Asia. We must do all we can to help these men who are victims of narcotics and drugs and, at the same time, prevent them from infecting others in the communities to which they return. We know that the real way to turn the drug problem around is to help young people develop that inner strength which will enable them to reject drugs and instead use their minds and their hearts in dealing with life problems. This the Aquarian Effort is doing.

I wish you good fortune in your efforts to provide drug abuse training to additional air force facilities so that this critical problem can be attacked by people who are knowledgeable and genuinely committed.

The goal of the Effort to help people of all ages to free themselves from drug dependence is most commendable.

Thank you very much for your letter of March 31 and the
various materials you sent me concerning your program.
The material concerning the nature and progress of your
program has been reviewed and I am interested in some of the
possibilities contained in it. I am particularly interested in
the program that has developed with the Air Force and would
appreciate any additional information you might have on the
development of this program.

As you may know, the Subcommittee on Alcoholism and Narcotics
which I chair has just completed a study of the drug problem

within the military services, with the cooperation of Senator

Stennis, chairman of the Armed Services Committee. Recommendations

to the Armed Services Committee concerning these problems are

being prepared. Your information will be helpful not only to

the Subcommittee on Alcoholism and Narcotics but also to the
Armed Services Committee of which I am also a member.

I appreciate your thoughtfulness in bringing these materials to
my attention.

The alarming increase in the incidence of drug
abuse in recent years makes clear the urgent need for
responsible programs designed to counteract this
critical social problem. It is encouraging, therefore,
to see organizations such as the Aquarian Effort com-
mitted to the goal of helping individuals free themselves
from the drug addiction syndrome.

Types of functions performed by the Aquarian Effort, such as providing treatment and medical services for heroin and barbiturate addicts, together with counseling and rehabilitation programs, seem to offer a channel through which individuals once caught up in the drug addiction cycle can become productive members of society. Your efforts in helping to solve the drug abuse problem are commendable and in the finest tradition of voluntary community involvement.
