Mr. Fraser, we are pleased to have you with us this morning, sir, and you are recognized. STATEMENT OF HON. DONALD M. FRASER, A REPRESENTATIVE IN CONGRESS FROM THE STATE OF MINNESOTA Mr. FRASER. Mr. Chairman and member of the Ways and Means committee, I appreciate this opportunity to testify. I support the proposal for hospital insurance under social security in the KingAnderson bill of 1963. I introduced an identical bill on February 25, 1963, H.R. 4169. I speak today on behalf of my constituency which I honestly believe to favor the principles embodied in this bill. In the last election the voters of my district, Minneapolis, Minn., had a clear choice between me and my opponent on this issue. I was an outspoken support, and my opponent an outspoken opponent, of the King-Anderson bill. Organized labor in our community, and we boast of the high quality of labor in our State, consistently supports the King-Anderson bill. Our senior citizens, including those who are organized and many who are not, support this program. We continue to receive letters from them urging action by Congress. The Minneapolis Tribune and Star have spoken out editorially in support of this principle. Those persons concerned with the administration of our welfare programs in Minnesota at the State and local level almost unanimously support the principle of hospital insurance. Let me describe briefly the situation in our State and community. For many years Minnesota has boasted one of the most generous medical programs of any State under the old-age assistance program. We provide unlimited medical and dental care to persons who have been forced to apply for old-age assistance.
