In addition to the provisions in 2.0 to 3.0 of the State Plan, the following special provisions apply to vocational education in health occupations under Title II of the George-Barden Act:

8.61 Objective of Instruction

Vocational education in health occupations under the State Plan, pursuant to Title II of the George -Barden Act, shall be designed for persons who are preparing to enter one of the health occupations and for persons who are, or have been, employed in such occupations in hospitals or other health agencies. For purposes of this section, "other health agencies" mean institutions or establishments other than hospitals which provide patients with medical or nursing services under the direction of a doctor or registered professional nurse.

Occupations to be Served

Health occupations are those which render supportive services to the health professions such as nursing, medical and dental practice, all of which are concerned with providing diagnostic, therapeutic, preventive, restorative and rehabilitative services. As used in this program, such occupations

Include those occupations that require basic understandings and skills required in giving nursing care or other health services to people.

Exclude occupations recognized in other than the health field. In applying this condition, the scope and nature of the duties, rather than the title of the occupation, govern.

Special Standards and Requirements

8.63-1 Organization and Content of Instruction

8.63-11 Plans for new courses must include a proposed course outline and must be submitted by the local district to the State Supervisor of Health Occupations Education for approval before the course begins.

8.63-2 Duration and Intensity of Instruction

The program of instruction will be sufficiently extensive in duration and intensive within a scheduled unit of time to enable the student to develop competencies necessary to fit him for employment as an entry worker in the occupation or occupational field for which he is being prepared.

8.63-3 Supervised Practical Experience

A major part of the supervised practical experience required in the curriculum will be spent on activities directly related to patient needs. (See 8.63-1.)

8.63-4 Qualified Teachers and Supervisors

All supervisory and instructional personnel having responsibility for training in the health occupations will meet the requirements for a supervisor or a teacher as set forth in 1.52-22(f) and 1.53-212. Teachers must meet certification requirements as set forth in 8.43-7.

Teacher Training

The program of instruction in health occupations shall be conducted and supervised by qualified teachers and supervisors. To the extent necessary to provide for a sufficient supply of qualified teachers and supervisors in the State, the program shall be accompanied by a teacher-training program.

8.63-51

Teacher training in health occupations will be limited to in-service education of teachers and other professional personnel involved in vocational education for health occupations.

8.63-52 It is the responsibility of each vocational teacher to maintain, upgrade and update his knowledge of, and skill competency in, his health occupation. It is also the responsibility of each teacher to maintain and improve his knowledge of, and skill in, teaching.

(a) Each vocational teacher shall be gainfully employed at the health occupation often enough to maintain and to update trade competency.
