allied trades may be designated as a coordinator.

The coordinator is responsible for bringing to the school information which has for its purpose the improvement of teaching methods, instructional content, rearrangement of classes or schedules which will result in the school meeting more effectively the needs of the students and the demands of the trade or occupation in which they are preparing to enter or in which they are employed.

Persons having the qualifications of evening, part-time or day trade teachers may be employed as coordinators in the field in which they qualify.

1.54 Vocational Guidance and Counseling Personnel

1.54-1 State Guidance Specialist (Supervisor)

Supervision in the field of guidance services will be provided by the employment of State Supervisor(s) to provide for adequate supervision of the State program. The State Board for Vocational Education believes that the optimum advantage can accrue when such program is coordinated with the guidance program of the State Board of Education and the Office of the State Superintendent of Public Instruction, and would so direct.

(c) Study employment conditions in the State as a guide to occupational information and prepare plans, courses of study, surveys and investigations in the field of guidance.

(d) Counsel with boards of education, superin-
tendents and supervisors desiring informa-
tion regarding establishment of programs
of vocational-technical guidance services,
and aid in the organization of such programs
as have been approved by local school
authorities.

(e) Assist schools to develop, utilize and improve pupil personnel records designed for recording information relating to the aptitudes, interests, abilities and vocational plans of students.

(f) Aid schools in planning, conducting and interpreting surveys designed to discover job opportunities and developing job placement services for vocational students.

(g) Help schools in planning, carrying out and interpreting the results of follow-up studies of former vocational students.

(h) Make his services available to the Employment Service and teacher-education institutions in the development of counselor training programs.

(i) Aid local schools and interested groups in

planning and conducting workshops, conferences and other activities designed to emphasize the guidance and counseling needs of vocational and technical education students.

(j) Assist schools to relate vocational guidance and counseling services to their total guidance program.

1.54-12 Qualifications of State Guidance Specialist
(Supervisor)

(a) Graduated from an accredited college in a
course which included study in such subjects
as economics, sociology, psychology,
political science, or the equivalent of eight
(8) years of occupational experience includ-
ing personnel work, or an approved
combination of education and experience.

(b) At least one course in each of the following areas: techniques of counseling, individual testing, tests and measurements, sources of occupational information, supervisory relationships of guidance services.

(c) A minimum of two (2) years of occupational experience at wage-earning pursuits other than teaching. This should preferably consist of a limited experience in several fields of employment, rather than a single experience in one specific occupation, and so diversified that it should cover at least three (3) different occupations for a period of three (3) or more months each. This experience may have been acquired by summer work during training or during teaching experience. Recency of experience, so far as practicable, is desirable.

(d) At least three (3) years of successful

experience as a full-time vocational teacher or counselor, or combination thereof, and/or three (3) years of administrative or supervisory experience, or of the two combined.

(e) Experience in dealing with employment and personnel problems and with placement and promotion of workers in agriculture, business, industry or government service.

1.54-2 Local Vocational Guidance Supervisor(s)

Subject to the approval of the State Board for Vocational Education, a local board of education may employ halftime or full-time vocational guidance supervisor(s) and counselor(s).

Teacher trainers (resident and itinerant teacher trainers and subject matter specialists) may be employed by the State Board or, with approval of the State Board, by designated institutions of higher learning or local school districts.

Duties of State Teacher Trainers

(a) To conduct research, to develop and evaluate teacher education curriculum in the respective fields.
