The State Board may enter into cooperative agreements with the following institutions for teacher-training and research purposes:

University of Washington

Washington State University

Central Washington State College
Eastern Washington State College
Western Washington State College

(See Legal Appendix.)

Special Areas

The State Board will enter into special arragements with areas
having special vocational education needs which are not otherwise
being sufficiently satisfied. When such area is designated, special
arrangements will be made with the local educational agency or
group of agencies in such area for the effective development and
administration of vocational-technical education programs. Upon
entering into such a special arrangement the State Board will sub-
mit to the Commissioner an appendix to the State Plan indicating
(a) the location and extent of the designated area, and (b) the
provisions of such special arrangement.

Other States

The State Board may enter into agreement(s) with another state or states to participate in vocational instruction, teacher training, research or other vocational and technical programs as deemed advisable. Agreements shall be prepared in writing, shall set forth all aspects of the arrangement (s) and shall conform to the laws and regulations of the participating states. Whenever the State enters into such a cooperative arrangement, a copy of such arrangement shall be submitted to the U. S. Office of Education to be filed with the State Plan.

Duties and Minimum Qualifications of Professional Personnel

The duties and qualifications of professional personnel having responsibulities in connection with vocational education under this State Plan are as

Direction in the field of vocational education will be pro-
vided by the employment by the Board of a full-time

Director of each of the major service fields.

Duties of State Program Directors

General Duties:

(a) To direct and supervise a professional
staff of specialists engaged in assisting
school district personnel in establishing,
operating and improving programs of
vocational and technical education.

(b) To receive assignments and be directly responsible to the State Director of Vocational-Technical Education and keep him informed concerning the progress and status of programs.

(c) To plan for program needs in conformity with economic and educational trends, prepare budget estimates, allocate funds, establish standards, develop an annual program of work and prepare annual statistical and descriptive reports.

(d) To plan, arrange and conduct pre-service and in-service education programs for instructors and supervisors in secondary and adult programs.

(e) To counsel with college and university personnel in providing pre-service and in-service teacher-education programs.

(f) To plan and direct the development of courses of study, curriculum guides and other instructional materials.

(g) To prepare bulletins dealing with vocationaltechnical education and disseminate such information to the public and the schools.

(h) To approve or disapprove applications and requests from local school districts and to establish priorities for use of funds and recommend allotments assuring development of vocational-technical programs and the equitable distribution of funds.

(i) To provide for and participate in research and studies in vocational-technical education and to interpret findings.

(j) To provide consultative services to school systems on instructional and organizational matters, methods and techniques of teaching, housing and equipment needs and related problems.
