FOREWORD

The Statutes of Florida establish the State Board of Education as the State Board for Vocational Education. They empower it to cooperate with federal agencies in administering all phases of the vocational-technical education program and charge it with responsibility for administering all state and federal laws and funds for promoting the program and for articulating it with other phases of the State program of education. They also establish the state superintendent as secretary and executive officer of the State Board for Vocational Education and empower him to designate the assistants needed to carry on the program.

The Florida State Plan for the Improvement of Vocational, Technical, and Related Educational Services is a contract between the State of Florida and the Federal Government defining the structure approved by the Florida State Board for Vocational Education for carrying on the vocational-technical education program of the State. According to provisions of the State Plan, the State Director of Vocational, Technical, and General Adult Education and specialized qualified assistants in the respective vocational-technical services are responsible to the executive officer of the Board and, through him, to the State Board for Vocational Education for the administration and supervision of all phases and aspects of the program.

In view of these assigned responsibilities, the Division of Vocational, Technical, and General Adult Education is responsible for coordinating, administering, and supervising the total state-wide program of vocational-technical education conducted by county boards of public instruction.

To coordinate the programs of the respective vocational and technical services to the end that a comprehensive, yet consistent, program of vocational-technical education is available to all youth and adults of the State, and to provide adequate inter- and intra-county articulation in program development, it is necessary for program representatives to work with a variety of school officials and with personnel in a variety of public educational institutions, including junior and senior high schools, junior colleges, and adult vocational, technical, and general

education centers.

It is recognized that a program having the scope of vocational-technical education is intimately related to the administration and supervision of many other phases of the total educational program. Herein lies an area of potential confusion of function and overlapping of responsibility unless particular care is exercised to define clearly the responsibility for program guidance, coordination, and administration.

As an aid in delineating these responsibilities and to discharge its developmental and coordinate tasks, division personnel should constantly work very closely with representatives of other divisions and institutional personnel on program problems of mutual concern. The division also understands that it is responsible, in cooperation with appropriate school officials, for defining administrative procedures and resolving administrative issues lodged exclusively within the division, and

that when such issues impinge upon the operation of other divisions and institutions, they will be resolved by the vocational-technical division in close consultation and cooperation with representatives of the other divisions, institutions, and school authorities concerned.

It is recognized that General Adult Education is not included in the operational structure described in the State Plan. Since, however, it is part of the administrative structure of the division, representatives of that section have responsibilities and obligations comparable to the above for the general adult education programs conducted by county boards of public instruction.

It is hoped that the operational guidelines suggested above will help to clarify procedural matters and result in an even more effective program of vocational, technical, and general adult education, cooperatively provided, for the youth and

adults of Florida.
