1.32 Allocation to State board and local educational agencies

The policies and procedures to be followed by the State in allocating Federal funds allotted under section of the 1963 Act for direct expenditure by the State board and for expenditure by local educational agencies include the following: 8/

8/ In accordance with regulation 104.5(a), this paragraph should include the criteria and other policies and procedures to be used by the state in determining what portions of Federal funds allocated to each of the purposes pursuant to 1.31 will be allocated for direct expenditure by the State board and for expenditure by local educational agencies, hatever is included in this paragraph should reflect consideration of the factors indicated in paragraphs (1), (2), and (3) of regulation 104.6(a) as well as such other factors which the State may wish to consider.

The paragraph shall indicate the agencies, institutions, or organizations (or types thereof) with which cooperative arrangements will be made, whether such arrangements will be made at the State or local level, and the nature of such cooperative arrangements, For example, the State plan may provide for entering into cooperative arrangements with welfare agencies for the purpose of discovering candidates for enrollment in classes for persons with special needs, health agencies for the purpose of providing health services to vocational education students, or other educational agencies for the purpose of coordinating vocational education programs with elementary, secondary, general education proCrams, higher education programs, adult basic education programs, and the like. If the State plan provides for cooperative arrangements at the local level, this paragraph should indicate the policies and procedures by which the State board causes such arrangements to be made. (See regulation 104.3.)

1.43 Special areas (optional)

The State board will enter into special arrangements with areas having special vocational education needs which are not otherwise being sufficiently satisfied. Such arrange. ments will contain: 11/

1.5 Duties and minimum qualifications of professional personnel

The duties and qualifications of professional personnel having responsibilities in connection with vocational education under the State plan are as follows: 13/

13/ Include under each appropriate subheading the official titles and descriptions of the duties and minimum qualifications of all positions at the State, local, or other levels, regardless of whether the salaries of persons occupying those positions are to be supported with Federal funds. The description of qualifications should contain standards of experience (occupational and professional) and education (general, technical, and professional) and other requirements which are reasonably related to the duties to be performed; that is, neither so high as to preclude the hiring of persons meeting such qualifications for the positions nor so low as to permit the hiring of persons who are not competent to fill the position In developing qualifications of experience, recognition may be given to Occupational and training experience in industry, business, labor and elsewhere outside the vocational education program. (See regulation 104.11.) States which have merit systems or those having printed copies of certification requirements meeting these standards may submit such information as a part of the appendix of the State plan to meet the requirement of regulation 104.11.

14/ Include here the titles, duties, and minimum qualifications of the State director of vocational education, the executive officer of the State board and other supporting professional positions, such as the assistant director, auditor, head State supervisor, assistant State supervisors, and program specialists. The titles of some of the offi

cials listed in this subparagraph will be the same as those listed in 1.22. However, the purpose of this paragraph is to indicate the relationship between the specific duties and qualifications of such officials, whereas the purpose of 1.22 is to indicate the relationship between their general responsibilities within the organizational structure of the State board staff.

16/ Include here titles, duties, and minimum qualifications for such positions as teachers, coordinators, and shop, field, or laboratory instructors (if different from teachers). If there are any differences with respect to (1) positions in high school, post secondary schools, junior or community colleges, classes for adults who have entered the labor market, and classes for persons with special needs, and (2) positions in different occupa tional fields including those for which separate allotments of Federal funds are made under the Smith-Hughes and George-Barden Acts, indicate here the titles, duties, and qualifications applicable in each case.

17/ Include here titles, duties, and minimum qualifications of all positions relating to the administrative, supervisory, and operational aspects of voca tional guidance and counseling, such as State supervisor, assistant State supervisor, local supervisors, and counselors. Include counselor trainers in 1.55 and research personnel in vocational guidance and counseling in 1.56. 18/ Include here titles, duties, and minimum qualifications of all positions relating to teacher training. Such titles, duties, and qualifications should be developed in cooperation with teacher-training institutions and agencies within the State. If there are differences among trainers of teachers, trainers of teacher trainers, trainers of counselors, and trainers of administrative and supervisory personnel, indicate the titles, duties and

qualifications of each.

19/ Include the title, duties, and minimum qualifications of all permanent positions (if different from those listed elsewhere) concerned with research, experimental, developmental, or pilot programs in vocational education. Indi cate that all personnel employed for such programs on a temporary basis vill be qualified to the extent provided in the last sentence of regulation 104.11.

1.6 Reports

The State board will participate in periodic consultations with
the Commissioner and his staff, and will make such reports to the
Commissioner as he may consider reasonably necessary to carry out
his responsibilities under the acts, keep such records, afford
such access thereto, and comply with such other provisions as the
Commissioner may find necessary to assure himself that such reports
are correct and verifiable. Such reports shall include the annual
estimate of projected program needs and the annual report. 20/

20/ This paragraph should be copied verbatim in the State, plan. In effect, it states that regulation 104.12 will be observed and that there is no legal obstacle to prevent the State board from supplying such accurate and true reports as the Commissioner may need and request concerning the operation and administration of the State plan. The State will receive separately instructions for submitting the annual estimate of projected program needs and the annual report, as described in regulation 104.55.

21/ Indicate here whether vocational training or retraining under the State plan will be provided for each of the four categories of persons indicated in the subparagraphs, which correspond with the four matching purposes in paragraphs (1) to (4) of regulation 104.41(b). Describe generally the program of vocational instruction for each purpose, including program objectives, types of schools and classes, curricula and general method of instruction. Since a detailed description of the program on an annual basis shall be submitted separately as a part of the State's annual estimate pursuant to regulation 104.55(a), such description should be in general long-range terms.

22/ Indicate generally in this paragraph the scope of occupational fields for which instruction will be provided under the State plan. The scope of such occupational fields under the 1963 Act may include those occupations for which funds are currently being allotted under the Smith-Hughes and GeorgeBarden Acts, business and office occupations, and any other recognized occupations except those referred to in regulation 104.13(d)(2) and 2.34 of the
