FORMAT FOR PLAN

The State of

through the State Board for Vocational Education hereby submits its State plan under the provisions of the Vocational Education Act of 1963, the George-Barden Act, the Smith-Hughes Act, and supplementary acts, as amended, and the rules and regulations with respect thereto.

1.0 General Provisions

1.1 Name and designation of State board

2/ The first sentence is intended to comply with regulation 104.3(a) requiring that the State board consist of not less than three members. 3/ Regulation 104.3 (b) (1) requires that either the State board or a State advisory council include at least one member familiar with the vocational education needs of management in the State, and 2 least one member familiar with the vocational education needs of labor in the State and at least one member representative of junior colleges, technical institutes, or other institutions of higher education which provide programs of vocational or technical training. If the State board itself includes all such members, Option A should be followed. If not, then Option B should be followed with the State advisory council including all such members. In either Option the State plan should indicate in general terms the criteria by which it will be determined that the qualifications of such members comply with the provisions of the regulation, such as length of

association, and types of experience.

adequate to enable it to administer, supervise and
evaluate vocational education programs, services and
activities under the State plan to the extent necessary
to assure quality in all vocational education programs
which are realistic in terms of actual or anticipated
employment opportunities and suited to the needs,
interests, and abilities of those being trained,

4/ The first sentence of this paragraph is required by regulation 104.4(a). In the rest of this paragraph, regulation 104.4(b) requires the State to describe by chart or other means how the State board staff will be organized to administer the vocational education program under the State plan. This shall include a description of the administrative units within the State board staff and the relationships among the units as well as with other units in State agencies and institutions conducting vocational education programs. Such other State agencies and institutions may include State boards for higher education administering certain post high school or teacher training programs, or separate State agencies administering certain technical education programs or special programs for persons with certain physical, intellectual, academic or socio

1.3 Allocation of Federal funds

1.31 Allocation among the various purposes of the 1963 Act

The policies and procedures to be followed by the State in allocating Federal funds allotted under section 3 of the 1963 Act among the various uses set forth in section 4(a) of the 1963 Act include the following: 1/

1/ In accordance with regulation 104.6(a), this paragraph will indicate what criteria or other policies and procedures will be used by the State in determining what portions of its Federal allotment will be allocated to vocational education for the four classifications of persons specified in section 4(a) of the 1963 Act and regulation 104.41 (b) for construction of area vocational education school facilities, and for ancillary services and activities, Whatever is included in this paragraph should reflect considera tion of the factors indicated in regulation 104.6 (a) (1) as well as the various minimum percentage limitations specified in regulation 104.42(a). Consideration of such factors should be aided by information received from local educational agencies, employment offices, employers and other sources. Since the State plan de a permanent rather than an annual document, the material to be included in the subsection should not specifically indicate what proportions of Federal funds will be allocated to each of these purposes (for these may vary from year to year). The dollar amounts to be allocated in any one fiscal year to these purposes will be reported by the States separately in its annual estimates of projected program needs
