3. The Commissioner and other Office of Education officials met in March 1964 with a group representing business, industry, organized labor and with State directors of vocational education, executive officers of State Boards for Vocational Education, representatives of higher education, and other government representatives to review regulations and policy statements with regard to the Vocational Education Act of 1963.

4. In April 1964, a select group from the Office of Education and representatives from the Office of the General Counsel of the Department of Health, Education, and Welfare met for one week to draft the regulations, incorporating the suggestions and recommendations received.

5. At the annual spring conference of State directors of vocational education held in Washington in May 1964, the draft of regulations was again reviewed and refined.

6. The outline of regulations was further refined in August, 1964 at a meeting of State directors of vocational education in Chicago.

7. This draft was presented to the Commissioner of Education and then presented by him to the Secretary of Health, Education, and Welfare for approval.

8. The revised regulations were published in the Federal Register of August 28, 1964, and superseded the policy statements and recommendations in the 1958 edition of "Vocational Education Bulletin No. 1."

This Bulletin is intended for the use of all persons interested in vocational education programs administered by the State Boards for Vocational Education. Such persons include school administrators, members of State Boards for Vocational Education, members of the State advisory councils, State directors of vocational education, State supervisors, teacher-educators, local administrators and supervisory personnel, and teachers. Although regulations are necessary in administering program of vocational education, effective planning requires that persons responsible for vocational education consider factors other than these regulations. Some factors significant in operating an effective program of vocational education are (1) employing highly qualified and efficient personnel; (2) relating the program directly to employment opportunities and needs of youth and adults for opportunities in vocational education; (3) analyzing occupations as the bases of specific course content; (4) providing needed facilities and equipment; (5) allowing sufficient time for instruction to

develop skills and judgment for the accepted levels of performance in the student's chosen occupation; and (6) evaluating and continual revising of the program; as well as (7) engaging in needed research, and (8) cooperating with interested groups.
