Mr. NATCHER. At this time we take up the budget request for the fiscal year 1991 for the National Eye Institute. We have before the committee, Dr. Carl Kupfer, the director. Doctor, it is a pleasure to have you back before the committee again. Before you give your statement, tell us who you have with you there at the table.

Dr. KUPFER. Yes, sir, it would be my pleasure. To my far left is Kenneth O. Cooke, the Executive Officer. Next to him is Fredette West, our Budget Officer, and to her right is Mr. Edward McManus, Deputy Director of the Institute. To my right is Dr. John McLaughlin, Associate Director for Extramural and Collaborative Programs.

Mr. NATCHER. Thank you very much. We will be pleased to hear from you.

Dr. KUPFER. If I may, I will submit my written statement for the record and spend a few minutes making some opening comments. Mr. NATCHER. You may insert it in its entirety.

Vision research continues to provide new information that increases knowledge in such broad fields as the cause of cancer, regeneration in the central nervous system— which is particularly of importance since we are embarking on the Decade of the Brain-and prevention of the complications of diabe
