Washington, D.C. The Subcommittee met at 10 a.m., in room 4232, New Senate Office Building, Senator Claiborne Pell (Chairman of the subcommittee) presiding.

Present: Senators Pell, Javits, and Beall.

Staff members present: Stephen J. Wexler, Counsel; Richard D. Smith, Associate Counsel; and Roy H. Millenson, Minority professional staff member.

Senator PELL. The Subcommittee on Education hearings on the Education Amendments of 1971 will come to order.

Today the subcommittee will hear the views of the administration on the problems of higher education, vocational education, the proposed National Institute of Education, the proposed National Foundation on Higher Education, Indian education, and other education matters that are deemed to require action this year.

Our hearing today will deal specifically with Federal assistance to higher education. Present authorizations expire June 30 of this year. In order to be timely and discharge our responsibilities, both to the Congress and to the country, we should enact a bill not only before the expiration of the fiscal year but in good time so that the Appropriations Committees can take the results of our action into their purview in order to make funds available for the next school year. And I say this with cognizance of the automatic extension legislation enacted in Public Law 91-230.

The higher education portions of the bills will in all possibility generate the most controversy. My own bill, S. 659, cosponsored by Messrs. Williams, Randolph, Kennedy, Mondale, Nelson, Eagleton, Cranston, Hughes, and Stevenson, and the administration's proposal which has not yet been introduced, appear to take two different approaches and views as to the role and scope of Federal assistance to higher education.
