In the event

STATUS OF LOCAL COOPERATION: There is no non-Federal cost associated with the presently programmed work. a decision is made to implement the unprogrammed features of the project, local cooperation agreements in accordance with the cost sharing and financing concepts reflected in the Water Resources Development Act of 1986 will be obtained prior to the initiation of construction. The State of Louisiana designated the Department of Natural Resources in regard to land acquisition and land management and the Department of Culture, Recreation, and Tourism in regard to the construction of recreation facilities to represent the State as local assuring agencies.

The current Federal cost estimate of $140,000,000 is an increase of $15,000,000 COMPARISON OF FEDERAL COST ESTIMATES: from the latest estimate ($125,000,000) presented to Congress (FY 1992). This change includes the following items.

PROJECT:

Helena Harbor, Phillips County, Arkansas (Continuing)

LOCATION: The project is located on the west bank of the Mississippi River approximately 5 miles south of Helena, Phillips
County, Arkansas.

DESCRIPTION: The project is to be constructed in two stages. The first stage consists of dredging a navigation channel 2.25 miles long, 300 feet wide, and 9 feet deep with 16 acres of landfill to provide access for the 238 acres of landside industrial area; construction of a fleeting area, turning basin, harbor protection levee, widened main line levee, main line levee berm, and a fish and wildlife area. The first stage is programmed and consists of work required to meet the needs of anticipated industrial growth to the year 2005. The second stage is unprogrammed and consists of construction to lengthen the navigation channel to a total length of 3.85 miles which would provide harbor facilities for anticipated industrial growth to the year 2021.

JUSTIFICATION:

The existing harbor facilities at Helena were constructed in the 1960's, but are no longer adequate to meet
