With the approval of the Secretary of War the following orders are issued:

So much of paragraph IV, General Orders, No. 78, current series, from these headquarters, as directs the 12th Regiment of Infantry, upon being relieved from duty in the Department of Arizona, to be transferred to the Department of the Platte, is revoked.

The regiment will be transferred to the Department of the East, and will proceed by the most expeditious and economical routes to Madison Barracks, Sackett's Harbor, New York. The commanding officer of the

regiment will, upon receipt of this order, report by telegraph to the commanding general Department of the East for instructions.

By direction of the Secretary of War paragraph 2067 of the Regulatious is amended to read as follows:

2067. For each company, or separate detachment if less than a company, one copy only of an estimate for clothing and equipage (Form No. 48) shall be made annually by its commander, based on the organic strength of the command, and stating the quantities of the various sizes of articles required. No estimate shall be made for more than ten per cent. in excess of the annual allowance without a full explanation of the necessity therefor.

These estimates will be forwarded, at the same time, by the different company and detachment commanders, to the commanding officer of the post, who, after carefully revising them, shall cause his quartermaster to consolidate them, and to add such as may be needed for post purposes. The quantity for each company will be stated on a separate line, the whole will be added together, and from this total the actual or probable amount on hand will be deducted. The company or detachment estimate will be retained in the office of the post quartermaster for the information and guidance of the officers at the post and the record of issues.

The post quartermaster will forward, through the regular channel, two copies of the consolidated post estimates to the chief quartermaster of the department. After their revision at department headquarters, they will be consolidated by posts, the actual or probable remainder on hand at any depot under control of the department quartermaster will be deducted, and one copy, together with one copy of each post estimate, will be forwarded through the proper channels so as to reach the Quartermaster General's Office early in the month of June.

Should the quantity of clothing and equipage supplied upon the annual estimates, from any incident of service, prove inadequate, special requisition, giving reasons therefor in detail, should in like manner be forwarded to the Quartermaster General.

Officers of the recruiting service will forward quarterly estimates respectively through the superintendents of the general and mounted recruiting service, who, after revision, will transmit them to the Quartermaster General.

Clothing and equipage required by detachments of ordnance, the Battalion of Engineers, and the Signal Service will be estimated for annually. The estimates will be forwarded to the chiefs of the respective corps, who, after revision, will transmit them to the Quartermaster General for action.-[G. O. 114, 1874; G. O. 29, 1876; Dec. Sec.
