CHANGE OF NAME ON RECORDS.

By an act of Congress approved May 15, 1882, the name of 2d Lieutenant "Charles Alton Howard," 9th Cavalry, was changed to "Alton Henry Budlong," and he will hereafter be known and recognized in the Army by the latter name.
