In announcing to the Army the result of the competition for the handsome "Nevada Trophy," placed at his disposal by General C. C. Batterman, of Virginia City, Nevada, through Colonel W. C. Church, for yearly award to the company or battery making the best score in target practice, the General of the Army recognizes the growing active interest manifested in this most important duty of a soldier, and notes with gratification the creditable scores exhibited in the accompanying tabular statement.

The "Nevada Trophy" is awarded to BATTERY K, 3d U. S. AKTILLERY, and the commanding general of the Department of the South will order the captain or a commissioned officer of the battery to repair to this city and report in person to the Adjutant General of the Army, who will deliver to him the trophy won by this battery by such a handsome score. While warmly congratulating Battery K, 3d U. S. Artillery, on its present success, the General of the Army warns it that formidable competitors will next year dispute its right to keep it.

By direction of the Secretary of War paragraphs 525, 533, 552, 553, 556, and 557 of the Regulations are modified as follows:

525. The adjutant shall be treasurer of the fund for his regiment, which he will disburse on warrants drawn by the colonel or commanding officer, under specific resolves of the regimental council of administration. He will render, through the colonel, periodical returns of the state of the fund and of the property purchased therefrom, in the same manner as prescribed for the post treasurer, and his accounts will always be open to the inspection of the colonel and regimental council. When the headquarters of a regiment is transferred from one department to another, the department commander from whose control it is passing will cause a copy of the last regimental and company-fund accounts received to be forwarded to the commanding officer of the department to which the headquarters of the regiment is transferred.

533. The sums received and expended by the post treasurer and the balance on hand shall be reported, after the session of the council of administration, every four months, viz, on the last days of April, August, and December, to the department commander, through the commanding officer of the post, in the manner directed on the blank forms furnished for this purpose. These accounts will be accompanied by a return of the post-fund property. When an officer is relieved from the duties of post treasurer within the period for which accounts are required, he will, in like manner, transmit an account-current for the time during which he was acting as treasurer, a copy of which will be left with his successor. The articles on hand, received by purchase or otherwise, will be mentioned by name. All articles lost, damaged, or destroyed, will be covered by vouchers stating value of the article, name and rank of the person responsible. The return will be verified and approved by the post commander. On the receipt of the account and return of property at department headquarters they will be carefully examined and verified, any inaccuracies corrected, and all unauthorized expenditures disallowed, When the accounts and returns are finally passed and approved they will be filed at department headquarters, except in cases of appeal from the action of the department commander, when they will be forwarded to the Adjutant General of the Army for the decision of the War Department. The several accounts and returns will be rendered on blanks furnished from the Adjutant General's Office (see forms annexed). When an appropriation is made for the regimental fund of a regiment, the head

quarters of which is in another department, the commanding officer of that department will be notified by the department commander in whose command the post is situated of the sum appropriated to the regiment.

552. The savings arising from an economical use of the rations of the company (excepting the savings of flour) will constitute the company fund, which will be kept in the hands of the commanding officer of the company and disbursed by him under the direction of a company council (to consist of all the officers present with the company) exclusively for the improvement of the soldiers' table fare and such necessary articles for the company quarters, mess-room, and kitchen as are not furnished by the supply departments. A record of the proceedings of the company council will be kept by the junior officer present with the company, and, in case of a disagreement, the matter will be submitted for the decision of the commanding officer of the post.

553. An account of the company fund will be kept by the officer in whose hands it is deposited, which will be subject to the inspection of the commanding officer of the post and regiment and the members of the company council, and returns of it, showing, in addition to "receipts and expenditures," the number of rations drawn upon which the savings reported were made, will be rendered quarterly to the regimental commander. After a careful examination of these returns at regimental headquarters, an abstract, showing in detail the receipts and expenditures of each company (and of the regimental band, when its members have a separate mess), will be forwarded to the department commander for examination and approval, as directed for post-fund accounts. When the abstract is finally passed and approved it will be filed at department headquarters.

556. The purchase from regimental, post, or company funds of any article which may be obtained on requisition from the supply departments of the Army is forbidden.

557. The necessary oil and lamps for the illumination of barracks, mess-rooms, &c., being provided by the Quartermaster's Department, the purchase thereof from regimental, post, or company funds is prohibited. BY COMMAND OF GENERAL SHERMAN:
