SEC. 625. (a) Paragraph (1) of section 302 (a) of 7 the National Defense Education Act of 1958 is amended by 8 inserting "not in excess of" before "12 per centum". 9 (b) (1) Section 305 of such Act of 1958 is amended 10 (1) by striking out subsection (a) (including the section 11 designation preceding it), (2) by striking out so much of 12 subsection (b) (including the subsection designation) as 13 precedes clause (1) of the second sentence and inserting 14 in lieu thereof the following:

"SEC. 305. From the sums reserved for each fiscal year 16 for the purposes of this section under the provisions of section 17 302 (a), the Commissioner is authorized to make loans to 18 private nonprofit elementary and secondary schools in any 19 State, and to private nonprofit elementary and secondary 20 schools outside of the United States that the Commissioner 21 determines to be founded or sponsored by citizens of the 22 United States and serving primarily children of American

1 citizens. Any such loan shall be made only for the purposes 2 for which payments to State educational agencies are author3 ized under the first sentence of section 301, and—”. 4 (2) Clause (3) of such second sentence is amended by 5 striking out "the current average yield on all outstanding 6 marketable obligations of the United States" and inserting 7 in lieu thereof "the current average market yield on out8 standing marketable obligations of the United States with 9 redemption periods to maturity comparable to the average 10 maturities of such loans”.

11 (c) The amendments made by this section shall be 12 effective with respect to fiscal years ending after June 30, 13. 1967.

19 SEC. 701. (a) Section 501 of the National Defense Ed20 ucation Act of 1958 is amended by striking out "and" before 21 "$30,000,000" and by inserting after "two succeeding fiscal

1 years," the following: "and such sums as may be necessary 2 for the next five fiscal years,".

3 (b) (1) Subsection (a) of section 504 of such Act is 4 amended by striking out "eight succeeding fiscal years" and 5 inserting in lieu thereof "thirteen succeeding fiscal years". 6 (2) Subsection (b) of such section is amended by 7 striking out "nine succeeding fiscal years" and inserting in 8 lieu thereof "fourteen succeeding fiscal years".

EXTENSION OF PROGRAM

SEO. 801. (a) Subsections (a) and (b) of section 601

14 of the National Defense Education Act of 1958 are each 15 amended by striking out "1968" and inserting in lieu 16 thereof "1969".

17 (b) Section 603 of such Act is amended by striking out 18 "and" before "$18,000,000" and by inserting after "1968," 19 the following: "and such sums as may be necessary for the 20 next succeeding fiscal year".

SEC. 901. (a) The Higher Education Act of 1965 is 10 amended by adding after section 804 the following new

"ADVISORY COUNCIL ON GRADUATE EDUCATION

"SEC. 805. (a) There is hereby established in the Office 14 of Education an Advisory Council on Graduate Education 15 (hereafter in this section referred to as the 'Council'), con16 sisting of the Commissioner, who shall be Chairman, of one 17 representative each from the Office of Science and Tech18 nology in the Executive Office of the President, the National 19 Science Foundation, and the National Foundation on the 20 Arts and the Humanities, and of members appointed by the

1 Commissioner without regard to the civil service or classifica

2 tion laws. Such appointed members shall be selected from 3 among leading authorities in the field of education.

"(b) The Council shall advise the Commissioner on

5 matters of general policy arising in the administration by the

6 Commissioner of programs relating to graduate education.

"(c) Members of the Council who are not in the regular 8 full-time employ of the United States shall, while attending 9 meetings or conferences of the Council or otherwise engaged 10 in the business of the Council, be entitled to receive compen11 sation at a rate fixed by the Secretary, but not exceeding 12 $100 per diem (or, if higher, the rate specified at the time 13 of such service for grade GS-18 in section 5332 of title 5, 14 United States Code), including travel time, and while so 15 serving on the business of the Council away from their homes or regular places of business, they may be allowed travel 17 expenses, including per diem in lieu of subsistence, as author18 ized by section 5703 of title 5, United States Code, for per19 sons employed intermittently in the Government service.

"(d) The Commissioner is authorized to furnish to the 21 Council such technical assistance, and to make available 22 to it such secretarial, clerical, and other assistance and such 23 pertinent data available to him, as the Council may require 24 to carry out its functions."
