couraging them to pursue postsecondary education in preparation for such careers;

"(b) publicizing available opportunities for careers

in the field of education;

"(c) encouraging qualified persons to enter or reenter the field of education; or

"(d) encouraging artists, craftsmen, artisans, scientists, and persons from other professions and vocations,

and homemakers to undertake teaching or related assign

ments on a part-time basis or for temporary periods.

"CONSULTATION

"SEC. 505. In the development and review of grant 13 and contract programs under this title the Commissioner 14 shall consult with the National Science Foundation and 15 the National Foundation on the Arts and the Humanities to 16 promote coordinated planning of programs to train educa17 tional personnel.

"TRANSFER OF FUNDS

"SEC. 506. In addition to the authority for utilization of 20 other agencies conferred by section 803 (b) of this Act, funds 21 available to the Commissioner for grants or contracts under 22 this title shall, with the approval of the Secretary, be avail23 able for transfer to any other Federal agency for use (in ac

1 cordance with an interagency agreement) by such agency 2 (alone or in combination with funds of that agency) for pur3 poses for which such transferred funds could be otherwise ex4 pended by the Commissioner under the provisions of this 5 title, and the Commissioner is likewise authorized to accept 6 and expend funds of any other Federal agency for use under 7 this title.

"EXPERTS AND CONSULTANTS

"SEC. 507. The Commissioner may employ experts 10 and consultants, as authorized by section 3109 of title 5, 11 United States Code, to advise him with respect to the mak12 ing of grants and contracts and the approving of programs 13 under this title. Experts and consultants employed pursuant 14 to this section may be compensated while so employed at rates not in excess of $100 per day (or, if higher, the rate 16 specified at the time of such service for grade GS-18 in 17 section 5332 of title 5, United States Code), including travel18 time, and, while so serving away from their homes or regu19 lar places of business, may be allowed travel expenses, in20 cluding per diem in lieu of subsistence, as authorized by 21 section 5703 of title 5, United States Code, for persons in 22 the Government service employed intermittently."

SEC. 503. (a) The heading of part C of title V of the

5 Higher Education Act of 1965 is amended by inserting

6 "AND RELATED EDUCATIONAL PERSONNEL" after "FEL7 LOWSHIPS FOR TEACHERS".

(b) (1) The first sentence of section 521 of the Higher 9 Education Act of 1965 is amended (A) by striking out "ele10 mentary and secondary schools" and inserting in lieu thereof 11 "schools", and (B) by inserting "or postsecondary voca12 tional education" after "career in elementary or secondary 13 education".

14 (2) The second sentence of such section is amended 15 by striking out "teacher education programs" and inserting 16 in lieu thereof "programs for the education of teachers and 17 related educational personnel".

18 (3) (A) So much of the third sentence of such section

as precedes the first comma therein is amended to read as 20 follows: "For the purposes of this part the term 'elementary 21 and secondary education' includes preschool and adult and 22 vocational education, and the term 'career in elementary 23 and secondary education or postsecondary vocational educa24 tion' means a career of teaching in elementary or secondary 25 schools (including teaching in preschool and adult and

1 vocational education programs) or in postsecondary voca2 tional schools"; (B) the words "elementary or secondary 3 schools", the second time these words occur in such third 4 sentence, are changed to read "such schools"; and (C) the 5 following is inserted in such sentence before the comma after 6 "educational media": "(including educational and instruc7 tional television and radio), child development".

(c) Section 522 of such Act is amended to read as 9 follows:

"FELLOWSHIPS AUTHORIZED

"SEC. 522. The Commissioner is authorized to award 12 fellowships in accordance with the provisions of this part 13 for graduate study leading to an advanced degree for persons 14 who are pursuing or plan to pursue a career in elementary 15 and secondary education or postsecondary vocational 16 education."

(d) (1) Paragraph (1) of section 523 of such Act is 18 amended by striking out "Advisory Council on Quality 19 Teacher Preparation" and inserting in lieu thereof "National 20 Advisory Council on Education Professions Development". 21 (2) Paragraph (2) of such section is amended by inserting "or postsecondary vocational schools" after "elementary or secondary schools"; inserting "or postsecondary

vocational education" after "elementary or secondary educa

tion"; and amending the term "career in elementary and

1 secondary education", each time such term occurs, to read

2 "career in elementary and secondary education or postsec3 ondary vocational education".

4 (e) Section 524 of such Act is amended by striking 5 out "; GRANTS" in the heading thereof, by striking out 6 the subsection designation "(a)", and by repealing subsec7 tions (b) and (c). (For substantially equivalent provi8 sions, see sections 531 (b) and 507, respectively, of such 9 Act as inserted therein by sections 504 and 502 of this Act.) (f) Subsection (b) of section 525 is amended to read as follows:

"(b) Unless in the judgment of the Commissioner & 13 program development grant under section 531 of this title 14 adequately covers the institution's cost of education for per15 sons awarded fellowships in a graduate program approved 16 under section 524, the Commissioner shall (in addition to 17 the stipends paid to persons under subsection (a)) pay to 18 the institution of higher education at which such person is 19 pursuing his course of study such amount as the Com20 missioner may determine to be appropriate, not to exceed 21 the equivalent of $2,500 per academic year, but any amount 22 charged such person for tuition and nonrefundable fees and 23 deposits shall be deducted from the amount payable to the

24 institution of higher education under this subsection."
