FOREWORD As an aid to the Subcommittee on Education of the Senate Committee on Labor and Public Welfare in its consideration of S. 1126, the Higher Education Amendments of 1967, I asked that the material which follows be collected as a committee print. The material was prepared by the staff of the Office of Education and will I believe, be most helpful to members of the subcommittee and other interested Senators in evaluating the recommendations of the administration which are contained in this bill. The text of the bill is set forth first. The effect of the bill if enacted as introduced upon existing statutes is then set forth in the form of a "Cordon Print" with matter to be deleted enclosed in black brackets and new language proposed to be added shown in italic type. Finally there appears a section-by-section analysis of the bill together with materials justifying the proposed changes. On behalf of the subcommittee I wish to express our appreciation to the Office of Education for the services performed by its staff under the direction of Dr. Albert L. Alford, Assistant Commissioner for Legislation, and to Mr. Theodore Ellenbogen, Assistant General Counsel of the Department of Health, Education, and Welfare, for providing, in this most useful format, the material which follows.
