REPEAL OF LAWS RELATED TO DISPOSAL

SEC. 703. (a) Effective on and after the tenth anniversary of
the date of approval of this Act, the statutes and parts of statutes
listed below as "Alaska Settlement Laws", and effective on and
after the date of approval of this Act, the remainder of the follow-
ing statutes and parts of statutes are hereby repealed:

The following words only: "Provided, That the President is hereby authorized by proclamation to withhold
from sale and grant for public use to the municipal corporation in which the same is situated all or any portion
of any abandoned military reservation not exceeding twenty acres in one place."

SEC. 704. (a) Effective on and after the date of approval of this
Act, the implied authority of the President to make withdrawals
and reservations resulting from acquiescence of the Congress (U.S.
v. Midwest Oil Co., 236 U.S. 459) and the following statutes and
parts of statutes are repealed:

graph relating to investigation of irrigable lands in the arid region, including the proviso at the end thereof.

(a) Effective on and after the date of approval of this Act, R.S. 2477 (43 U.S.C. 932) is repealed in its entirety and the following statutes or parts of statutes are repealed insofar as they apply to the issuance of rights-of-way over, upon, under, and through the public lands and lands in the National Forest System:

The following words only: "and the right-of-way for the construction of ditches and canals for the purpose herein specified is acknowledged and confirmed: but whenever any person, in the construction of any ditch or canal, injures or damages the possession of any settler on the public domain, the party committing such injury or damages shall be liable to the party injured for such injury or damage."
