State and Local Programs and Support (83.502-83.522) --Administers support programs to State and local governments and the private sector which are designed to improve emergency planning, preparedness, mitigation, response, and recovery capabilities. It develops Federal plans to mitigate hazards and respond to natural and non-war related manmade disasters. The Directorate also administers the President's Disaster Relief Program that provides for supplemental Federal assistance in declared disasters and emergencies.

DEPARTMENT OF EDUCATION

Office of the Secretary (ED) (84.002-84.216) The Secretary of Education advises the President on education plans, policies, and programs of the Federal government. The Secretary directs Department staff in carrying out the approved programs and activities of the Department and promotes general public understanding of the Department's goals, programs, and objectives. The Secretary also carries out certain Federal responsibilities for four federally aided corporations: The American Printing House of the Blind, Gallaudet College, Howard University, and the National Technical Institute for the Deaf. The Under Secretary, the Deputy Under Secretaries, the Assistant Secretaries, the Inspector General, and the General Counsel aid the Secretary in the overall management of the Department.

Inspector General The Inspector General is responsible for conducting and supervising audits and investigations relating to programs and operations of the Department. The Office provides leadership, coordination and policy recommendations to promote economy, efficiency and effectiveness, and to prevent and detect fraud and abuse in the administration of the Department's programs and operations. The Office also provides a means for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of such programs and operations, and the necessity of corrective action.

Planning, Budget, and Evaluation The Assistant Secretary for Planning, Budget, and Evaluation coordinates Department & tivities in the preparation of the departmental budget, progr analysis, and planning activities, and ensures that Department policy and program planning appropriately reflects the result of these activities.

Legislation The Assistant Secretary for legislation and Public Affairs serves as the principal adviser to the Secretary on ma ters concerning the Department's legislative program and c gressional relations.

Civil Rights The Assistant Secretary for Civil Rights is respo sible for the administration and enforcement of civil rights law related to education and the handicapped. The Office is r sponsible for ensuring compliance in programs and activities ceiving Federal financial assistance and by employers holding Federal contracts.

Elementary and Secondary Education The Assistant Secretary for Elementary and Secondary Education formulates policy far, directs, and coordinates the activities relating to preschool, d mentary, and secondary education in the Department. Included are programs of grants to State educational agencies and load school districts for Indian and migrant education, programs d financial and technical assistance to school districts to meet special needs incident to the elimination of racial segregatio and discrimination, and grants for the education of neglected and delinquent students.

Educational Research and Improvement

The Assistant Secretary for Educational Research and Improvement administers fu tions of the Department concerning research, developmat demonstration, dissemination, and assessments. The Office also administers a wide variety of discretionary grant programs to maximize individual program impact on school improvement. Vocational and Adult Education The Assistant Secretary for Vocational and Adult Education administers programs d grants, contracts, and technical assistance for vocational and technical education, education professions development, commu nity schools, and comprehensive employment and training. Th Office is also responsible for providing a unified approach rural and rural family education through the coordination d programs within the Department.

Special Education and Rehabilitative Services The Assistant Sec retary for Special Education and Rehabilitative Services is r sponsible for special education programs and services expressly designed to meet the needs and develop the full potential of handicapped children; and comprehensive rehabilitation service programs specifically designed to reduce human dependencies to increase self-reliance, and to fully utilize the productive a pabilities of all handicapped persons. Programs include support of training for teachers and other professional personnel; grants for research; financial aid to help States initiate, expand, and improve their resources; and media services and captioned films for the deaf.

Postsecondary Education The Assistant Secretary for Postsec ondary Education formulates policy, directs, and coordinates programs for assistance to postsecondary educational institutions and students pursuing a postsecondary education. Programs in clude assistance for the improvement and expansion of Ameri can educational resources for international studies and services grants to improve instruction in crucial academic subjects, and construction assistance for academic facilities. Also included art programs of student financial assistance including Basic Educ

(86.001) -Establishes a basic benefits insurance program, which guarantees payment of basic benefits under the terms for a private sector covered pension plan should the plan terminate and not be able to provide these benefits. The program currently covers single employer defined benefit private plans. However, the Act limits the total monthly benefit that PBGC can guarantee for one individual to $1,159.09 per month for plans terminating during 1980, and requires PBGC to guarantee certain benefit increases on a phased-in basis. The Corporation is not required to guarantee benefits of covered multi-employer plans which terminate prior to May 1, 1980, but may cover such plans at its discretion.

| NATIONAL ARCHIVES AND RECORDS ADMINISTRATION (NARA) (89.001-89.003) --The National Archives and Records Administration (NARA) is responsible for establishing policies and procedures for managing the records of the United States Government. NARA arranges, describes, preserves and makes available to the public the historically valuable records of all three branches of the Government. Inventories, guides, microfilm publications and other finding aids are prepared to facilitate Government use and private research in the records. NARA makes original records available for use in research rooms in all its facilities, answers written and oral requests for information contained in its holdings, and, for a fee, provides copies of documents. Most of the historically valuable records in NARA's custody are maintained in the National Archives Building and other facilities in the Washington, DC area. Records that are primarily of regional or local interest are, however, maintained in 11 National Archives Field Branches. In the eight Presidential libraries NARA preserves and makes available for use the Presidential records and personal papers

that document the actions of a particular President's administration. Also, NARA staff members are processing the Nixon Presidential historical materials prior to creation of a formal library. In addition to providing reference services on Presidential documents, each library prepares documentary and descriptive publications and operates a museum to exhibit documents, historic objects, and other memorabilia of interest to the public. NARA assists Federal agencies in adequately documenting their activities, administering their records management programs, scheduling their records, and retiring their noncurrent records to one of NARA's fourteen Federal Records Centers located in sites around the country. Reference services on records stored at Federal Records Centers, such as furnishing and authenticating copies, are provided to Federal agencies and the public. Public access to these records is granted by the Federal agency that transferred physical custody of the records to the Federal Records Center. Inactive personnel records for employees, both civilian and military, in Federal service since 1917 are located at the National Personnel Records Center in St. Louis, Missouri. Selected employee records for those in Federal service prior to 1917 are located in the National Archives Building in Washington, DC. The Declaration of Independence, Constitution, Bill of Rights, and other documents important to the history of the Nation are on permanent display in the National Archives Building. In addition, the agency exhibits, in the National Archives Building, the Presidential Libraries, the Federal Records Centers, and the National Archives Field Branches, numerous other documents on a variety of historical themes. NARA also conducts tours of the National Archives Building, organizes workshops and conferences on historical topics, and provides programs to introduce NARA's holdings to school groups. NARA has a wide variety of films created by Federal agencies available for sale or rental through its National Audiovisual Center. NARA, through its Office of the Federal Register, prepares and publishes a wide variety of public documents. These include: United States Statutes at Large, Federal Register, Code of Federal Regulations, Weekly Compilation of Presidential Proclamation and Executive Orders, and the United States Government Manual. NARA supports the initiatives of an adjunct statutory commission, the National Historical Publications and Records Commission, in its efforts to foster preservation and publication of America's documentary heritage. The Commission awards grants to promote a variety of historically oriented projects, such as archival programs, documentary publications projects, and archival and editorial education.

COMMISSION ON THE BICENTENNIAL OF THE U.S. CONSTITUTION (90.001) --Promotes, coordinates, and develops activities appropriate to commemorate the bicentennial of the Constitution, which was adopted at the Constitutional Convention on September 17, 1787. Additionally, the Commission serves as a clearinghouse for the collection and dissemination of information about bicentennial events and plans. The celebration of the 200th anniversary of the Constitution will continue through 1989
