Appendix 1: Programs Requiring Circular Coordination This appendix lists programs requiring Circular and or other types of anagement coordination. The Circulars and management directives repsented are OMB Circular No. A-87; OMB Circular No. A-102; Environental Impact Statement; OMB Circular A-110; and Executive Order 1372. 1-87 OMB Circular No. A-87 establishes principles and standards for dermining costs applicable to grants and contracts with State and local overnments. They are designed to provide the basis for a uniform aproach to the problem of determining costs and to promote efficiency nd better relationships between grantees and the Federal Govern ient. When State and local governments are recipients, the following prorams listed in the Catalog of Federal Domestic Assistance are subject ɔ the provision of A-87, except where restricted or prohibited by law. Included also in the list are programs falling under the purview of A-87 because the Federal grantor agencies have elected to use the A7 standards for recipients and programs not otherwise covered by the circular. A-102 OMB Circular No. A-102, establishes uniform administrative standirds for the administration of grants and contracts to State and local governments. When State and local governments are recipients, the following programs listed in the Catalog of Federal Domestic Assistance are subject to the provisions of OMB Circular No. A-102. Included also in the list are programs falling under the purview of OMB Circular No. A-102 because the Federal grantor agencies have elected to use the OMB Circular No. A-102 standards for recipients and programs not otherwise covered by the circular. Environmental Impact Statement Specific programs listed in the Catalog of Federal Domestic Assistance have been determined to have a significant effect on the environment and require an environmental assessment or an Environmental Impact Statement (EIS) under Section 102(2)(C) of the National Environmental Policy Act of 1969 (Public Law 90-190; 42 U.S.C. 4332(2)(C), and Executive Order 11514 (34 FR 4247) of March 4, 1970, (Significant effects include actions that may have both beneficial and detrimental effects.) In the early stages of project application, and in all cases prior to agency decisions concerning major action, the applicant should be ad vised by the Federal agency from which assistance is being sought that he will be required to submit environmental impact information (to be submitted under agency guidelines) in connection with the proposed project for an environmental assessment (to be made by the Federal agency), or an Environmental Impact Statement (to be supplied by the Federal agency) concerning the proposed project. Although the list below is not inclusive, it contains programs normally requiring either an environmental assessment or an Environmental Impact Statement. For EIS coordination requirements, refer to the Preapplication Coordination section of each program description. A-110 OMB Circular No. A-110 sets forth administrative requirements for the administration of grants and other agreements to include money or property in lieu of money; does not include technical assistance programs providing services, loans, loan guarantees, insurance, or direct payments to individuals. Reference to this circular appears in the Application Procedure section of programs that apply. Applicants are public and private institutions of higher education, hospitals, and other quasi-public and private nonprofit organizations. Executive Order 12372 Executive Order 12372 "Intergovernmental Review of Federal Programs," structures the Federal government's system of consultation with State and local governments on its decisions involving grants, other forms of financial assistance, and direct development. Under E.O. 12372, States, in consultation with their local governments, design their own review processes and select those Federal financial assistance and direct development activities they wish to review. Since October 1, 1983 most States have acted to establish a review and comment system in response to E.O. 12372. In such cases, applicants for grants will need to meet the requirements of the intergovernmental consultation process established by a particular State and its local governments before Federal agencies take action on an application. For more information on the process a particular State requires to be followed, an applicant should contact the office or official designated as the single point of contact in his or her State. Consult the individual program description in the Catalog to determine whether the programs under which he/she plans to apply is subject to E.O. 12372. Consult the Federal agency's application package for instructions on State notification. The State Single Point of Contact List is printed at the end of the listing of programs.
