27.005 FEDERAL EMPLOYMENT FOR INDIVIDUALS WITH

DISABILITIES

OBJECTIVES:

To encourage Federal agencies to provide assistance to persons with disabilities in obtaining and retaining Federal employment.

USES AND USE RESTRICTIONS:

The Federal Government provides employment opportunities to individuals with physical disabilities, mental retardation, and those who have been mentally restored in positions for which they qualify. The Selective Placement Program is concerned principally with providing assistance to agencies and developing methodologies related to referral, placement, special appointing authorities, and the retention of Federal employees who become disabled for one position, but may qualify for others. Federal employers have Coordinators for Selective Placement with responsibility for expanding opportunities for qualified applicants with disabilities to receive consideration for employment. Implementation of the program includes working relationships with State vocational rehabilitation agencies, Veterans Administration facilities, and other public and private agencies concerned with rehabilitation of individuals with disabilities.

Eligible donee categories for the distribution of property through the State Agencies for Surplus Property are defined as: (1) Public agencies which include any (i) State or department, agency, or instrumentality thereof; (ii) political subdivision of the State, including any unit of local government or economic development district, or any department, agency or instrumentality thereof; (iii) instrumentality created by compact or other agreement between a State or political subdivision; (iv) multijurisdictional sub-State district established by or pursuant to State law; and (v) Indian tribe, band, group, pueblo, or community located on a State reservation. Eligibility for public agencies is determined by the State agency for surplus property. (2) Nonprofit, tax-exempt activities such as schools, colleges, universities, public libraries, schools for the men

tally retarded or physically handicapped, educational radio or TV stations, day care centers, museums, medical institutions, hospitals, health centers, clinics, providers of assistance to the homeless, and programs for older individuals. Eligibility for nonprofit institutions and organizations is determined by the State Agency for Surplus Property. (b) Service educational activities, including the American Red Cross, Center for Excellence in Education, Boy Scouts of America, Boys' Clubs of America, Camp Fire Incorporated, Girl Scouts of the United States of America, Big Brothers/ Big Sisters of America, National Ski Patrol System, Naval Sea Cadet Corps, Operation Raleigh, United Service Organizations, United States Olympic Committee, Little League Baseball, Armed Services YMCA of the USA, Young Marines of the Marine Corps League, and schools with military-connected programs. Eligi bility is determined by the Assistant Secretary of Defense (Manpower, Installations and Logistics). (c) Public airports. Eligibility is determined by the Feder al Aviation Administration. (d) Non-eligible institutions and organizations include institutions such as animal hospitals, summer camps or playgrounds that are not part of a public agency or a school, Sunday schools, churches and nonprofit tax-exempt public health and education money-funding organizations that provide grants, scholarships and funds to support approved or accredited public health and educational institutions but do not themselves operate such programs.
