LETTER OF TRANSMITTAL

OCTOBER 1991. To: All Members of the Committee on Banking, Finance and Urban

Affairs. Transmitted herewith for the use of the Committee on Banking, Finance and Urban Affairs is the revised edition of the Basic Laws and Authorities on Housing and Community Development. This revision embodies changes resulting from the public laws affecting our housing and community development that were enacted between the last revision of Basic Laws in December 1984 and September 30, 1991. This revision of Basic Laws will assist the Committee in its upcoming legislative efforts.

I wish to commend the Staff of the Subcommittee on Housing and Community Development for their efforts in assisting in the revision of this volume, and in particular, to commend Mr. Paul Callen, Assistant Counsel in the Office of Legislative Counsel of the House of Representatives, for his excellent work overseeing these revisions. I recommend this document to the Members of the Committee as an invaluable tool in dealing with the Committee's major responsibility regarding its jurisdiction of the housing and community development programs.
