The legislative jurisdiction of the Committee on Government Operations covers a wide range of important governmental operations. The committee receives all budget and accounting measures other than appropriations; all reorganization plans; all bills providing for the establishment of new departments in the executive branch; and most other reorganization legislation. It also receives all legislation dealing with the General Services Administration, including the Federal Property and Administrative Services Act and special bills authorizing the Administrator of General Services to make specific transfers of property, and all legislation dealing with the General Accounting Office, with the Bureau of the Budget, with the Advisory Commission on Intergovernmental Relations, with the Administrative Expenses Act, with the Travel Expense Act, and with the Employment Act of 1946. During the 89th Congress, the committee studied 367 bills and resolutions referred to it and reported 24 to the House, of which 19 were enacted into law. The 24 bills reported actually represent committee consideration of 79 other bills which are identical or related to the measures reported. The reported measures are discussed more fully
