MY DEAR MR. CHAIRMAN: In response to your request of January 25, 1966, I hereby submit a valuation of the personal and real property under my control or care, owned by the U.S. Government on June 30, 1966, as established by an inventory taken as of this date.

Property under this heading is stated at estimated present-day evaluation and includes land acquisitions and property improvements which occurred during fiscal year 1966. The following properties are included: U.S. Capitol Building, Senate Office Buildings, House Office Buildings and Grounds, site of an additional Senate Office Building, site of an additional House Office Building and appurtenant facilities for the House of Representatives, Senate Garage, Capitol Power Plant, Main and Annex Library of Congress Building and Grounds, U.S. Botanic Garden and Nursery.

We are also enclosing for your information a copy of the report on real property held as of June 30, 1966, prepared for and submitted to the U.S. Senate Appropriations Committee. Property listed in this report is valued at acquisition cost.

REPORT OF FEDERAL REAL PROPERTY AS OF JUNE 30, 1966

U.S. CAPITOL BUILDINGS AND GROUNDS

Properties under legislative branch of the Government, occupied by the Congress.

Land

Acquired by purchase.

Acquired: 1791 to 1965.

Area: 171 acres.

Cost: $28,642,445.

(Includes site acquired in 1949-60 for additional office building for U.S. Senate and in 1956-65 for additional office building and appurtenant facilities for U.S. House of Representatives).

Buildings

U.S. Capitol, Senate and House Office Buildings and Senate Garage. Constructed: 1793 to 1966.

Floor area: 5,807,579 square feet.

Cost: $205,013,042 (to June 30, 1966).

1. Occupancy and use of these buildings and grounds controlled by the Congress.

2. Assignment and reassignment of space in Capitol under Speaker of House of Representatives and Senate Committee on Rules and Administration; in Senate Office Buildings under Senate Committee on Rules and Administration; in Cannon, Longworth, and Rayburn House Office Buildings under House Office Building Commission; in Senate Garage under Senate Committee on Rules and Administration.

3. Architect of the Capitol has the physical care of these properties.

CAPITOL POWER PLANT

Property under the legislative branch of the Government. Supplies heat and air-conditioning refrigeration for the Capitol, Senate and House Office Buildings, for the Library of Congress Buildings and U.S. Supreme Court Building; heat for U.S. Botanic Garden, Legislative Garage, Government Printing Office, Washington City Post Office, and Folger Shakespeare Library.

Land

Acquired by transfer.

Acquired: 1904.

Area: 6 acres.

Cost: Transferred without cost by act of Congress. Buildings

Main powerplant building: 244 feet by 117 feet, with maximum height of 85 feet.

Annex powerplant building: 90 feet by 50 feet, 2 stories high. Refrigeration plant building: 123 feet by 80 feet, height approximately 38 feet.

Walk-through tunnels, containing steam and chilled water distribution lines.

Constructed: 1904 to 1954.

Cost: $21,546,090 (to June 30, 1966).

1. Architect of the Capitol has the physical care and operation of plant.

2. Plant under control of the House Office Building Commission.

LIBRARY OF CONGRESS BUILDINGS

Properties under legislative branch of the Government, occupied by the Library of Congress.

Land

Acquired by purchase:

Acquired: 1886 to 1932.

Area: 15 acres.

Cost: $1,496,779.

Buildings

Main and Annex Buildings, Library of Congress:

Constructed: 1889 to 1938.

Floor area: 1,600,000 square feet.

Cost: $26,767,401 (to June 30, 1966).

1. Occupancy and use of buildings and grounds controlled by the Congress.

2. Architect of the Capitol has structural and mechanical care of these properties.

3. All other care, including assignment and reassignment of space, under the Librarian of Congress.

U.S. BOTANIC GARDEN

Properties under legislative branch of the Government, occupied by the U.S. Botanic Garden, including Poplar Point Nursery.

Land

Acquired by purchase, transfer, and public domain:

Buildings

Acquired: 1851 to 1946.

Area: 33 acres.

Cost: $981,140.

Conservatories, greenhouses, office, storage and potting sheds:
Constructed: 1873 to 1933.

Floor area: 89,000 square feet.

Cost: $1,775,673 (to June 30, 1966).

1. Architect of the Capitol serves as Acting Director of U.S. Botanic Garden.

2. Botanic Garden under control of Joint Committee on the Library.

U.S. SUPREME COURT BUILDING

Property under the Chief Justice of the United States, occupied by the U.S. Supreme Court and the Administrative Office of the U.S. Courts.

Land

Acquired by purchase:

Acquired: 1929-30.
Area: 8 acres.

Cost: $1,768,741.

Building

U.S. Supreme Court Building:

Constructed: 1931-35.

Floor area: 392,737 square feet.

Cost: $10,617,800 (to June 30, 1966).

1. Occupancy and use of building and grounds controlled by the Congress.

2. Architect of the Capitol has structural and mechanical care of building.

3. All other care under Marshal of the Court, except assignment and reassignment of space which is under the Court.
