DEAR MR. CHAIRMAN: Enclosed are four summary tables on real property owned by the United States throughout the world as of June 30, 1966, and a statement on coverage, as requested in your letter of January 25, 1966.

Data on public domain properties under the control of the General Services Administration were forwarded to you on November 29, 1966. On June 30, 1966, the Federal Government owned real property (worldwide) which cost $69.3 billion (land and improvements), an increase of $2.9 billion over last year's report. The Department of Defense accounts for $46.1 billion, or 66.5 percent; while all other agencies account for $23.2 billion, or 33.5 percent of the total.

COVERAGE OF INVENTORY OF REAL PROPERTY OWNED BY THE UNITED STATES THROUGHOUT THE World, as of JUNE 30, 1966

The inventory of real property owned by the United States throughout the world as of June 30, 1966, includes all land, buildings, and other structures and facilities owned by the United States (including wholly owned Government corporations). It is based on detailed inventory reports submitted by the participating agencies as prescribed by Federal Property Management Regulations, part 101-3. Land reported in the inventory includes unreserved public domain; public domain lands reserved for national forests, national parks, military installations, and other purposes; and land acquired by purchase, donations, and other methods. It also includes land in which the Government has long-term interest which is considered by the reporting agency as being equivalent to ownership.

Buildings or other structures and facilities owned by the Government, whether or not located on Government-owned land, are included in the inventory. Buildings and other structures and facilities in process of construction are included only if they were available for use as of June 30, 1966.

Real property excess to the needs of the reporting agency or surplus to the needs of the United States is included in the inventory.

The Federal Government accounts for real property at cost in accordance with principles prescribed by the General Accounting Office. The inventory consequently shows acquisition cost data for all federally owned real property. Estimated costs (as of date of

acquisition) are used when actual costs are not reasonably ascertainable.

Costs include all capital improvements and such items as plumbing, elevators, heating and lighting fixtures, and air-conditioning systems, which are normally required for the functional use of a building. In addition, costs include such items as safes and vaults, which are built into the structure or are permanently affixed thereto. No costs have been included in this inventory for (1) unreserved public domain; (2) public domain reserved for national parks, national forests, military installations, and other purposes; and (3) historical sites, when such sites have been acquired by methods other than by purchase. However, the acreage for such lands is included in the inventory.

Inventory data are presented in three major geographical groupings: (1) United States; (2) outlying areas of the United States (e.g., Commonwealth of Puerto Rico, Virgin Islands); and (3) foreign countries. The Department of Defense reported only summary data, separately for each State, covering number of installations, acreage, number and floor area of buildings, and costs for its military functions in Alaska and Hawaii. The Department of Defense also reported only overall summary data on total acres and total costs for its military functions located in outlying areas of the United States and in foreign countries. Excluded from the inventory are lands administered by the United States under trusteeship by authority of the United Nations and lands owned by the sovereign governments of the various outlying areas of the United States. The inventory excludes properties acquired through foreclosure, confiscation, or seizure to be disposed of in settlement of a claim or debt to the Federal Government. It also excludes property owned by the District of Columbia government.

Machinery, processing equipment, demountable and movable structures, as well as furniture and special use items which are not considered part of the realty reported, are also excluded from the inventory.

Easements, rights-of-way, as well as improvements to land, buildings, or structures and facilities occupied by the Government as lessee, are excluded. However, federally owned buildings and/or structures and facilities located on leased land are included.
