This Directive provides uniform policy for the retention and transfer of materiel, industrial facilities, and other military installations.

7. Armed Services Procurement Regulation (DOD Directive 4105.30),

issued 11 March 1959.

This Directive continues the Armed Services Procurement Regulation as a regulation of the Secretary of Defense.

Appendix B thereof pres

cribes the record-keeping and reporting for Government property furnished to or acquired by contractors pursuant to the terms of their contracts.

8. Requirements for Contractors to Price Deliveries of Military Supply Items (DOD Instruction 4110.1), issued 7 April 1959.

The purpose of this Instruction is to provide for the furnishing of unit prices by contractors on materiel inspection and receiving reports for shipments of materiel procured by the military departments. The unit price data furnished on materiel inspection and receiving reports will be used by the military departments in developing departmental standard prices and for financial and supply accounting.

9. Development, Maintenance, and Use of the Federal Catalog System within the DOD (DOD Directive 4130.2), reissued 4 December 1963, with subsequent amendment.

This Directive states the mission and objectives of the Federal Cataloging Program, the scope and policies of the Federal Catalog System, and assigns the responsibilities within the Department of Defense.

10. Inventory Management Policies (DOD Directive 4140.1), issued

12 October 1956 and subsequent amendments, and a series of DOD Directives

and Instructions:

(a) Management of Mobilization Reserve Stocks (Instruction 4140.2), issued 28 July 1954, and subsequent amendment; (b) Management of Materiel Pipeline, Including Levels of Supply (Instruction 4140.4), issued 3 September 1954; (c) Management and Transaction Reports for Materiel Assets (Instruction 4140.18), reissued 15 December 1965; and (d) Management of Mobilization Reserve Stocks of Items Assigned to the Defense Supply Agency (DOD Directive 4140.21), issued 15 November 1963.

Directive 4140.1 established the Department of Defense basic policy for the management of materiel inventories and uniform definitions. It calls for a physical inventory of materiel and reconciliation of records at least once a year, and requires that each item of materiel, both for military or industrial use within a military service, shall be under the cognizance of only one inventory control point. These supply and inventory control points are required to maintain records, make reports, channel the transportation of materiel in the most economical manner, review the inventory status in relation to current and future requirements, determine and declare Service-wide excess stocks, and schedule rebuilding of economically reparable stocks. Instruction 4140.2 establishes the policies regarding the retention, storage, care and preservation of mobilization reserve stocks and their stock record accounting, reporting and control. Instruction 4140.4 prescribes definitions to be used for identifying the levels of supply in the materiel pipeline. Instruction 4140.18 prescribes semi-annual reporting of the status, condition, and purpose of world-wide Department of Defense assets of principal items and of supply system assets of secondary items, reporting

of the transactions for materiel financed by procurement or other appropriations, and reporting of the value of base-funded inventory.

Directive 4140.21 calls for periodic reports by the Defense Supply Agency

of stocks on hand.

11. Uniform Property Records (DOD Instruction 4140.15), issued

10 April 1961, and subsequent amendment.

This Instruction establishes a single property record within the military departments for use in the management accounting and reporting of Government-owned plant equipment in the hands of contractors.

12. Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP) (DOD Instruction 4140.22), issued 3 August 1964.

This Instruction establishes a standard procedure for reporting of and accounting for inventory and related financial transactions within the Department of Defense.

13. Requirements Priority and Asset Application for Secondary Items (DOD Instruction 4140.24), issued 10 September 1964, and subsequent

amendments.

This Instruction prescribes a uniform sequence of priorities in which secondary items are to be reported. Among the uses covered is the sequence to be used in reporting pursuant to DOD Instruction 7420.11, digested below. 14. Materials Handling Equipment Utilization (DOD Instruction

4145.11), reissued 23 June 1959.

This Instruction (a) establishes uniform criteria for determining quantitative requirements and allowances for the principal items of materials handling equipment, (b) provides a means for determining the quantities of such equipment required by an installation, and (c) prescribes reporting formats pertinent to the effective application of

criteria and analyses of equipment utilization.

15. Policy and Procedures Relating to Non-Excess Personal Property to be Sold or Exchanged for Replacement Purposes (DOD Instruction 4160.1),

issued 14 July 1955.

This Instruction establishes Department of Defense policy relating

to the exchange or sale of personal property for replacement purposes where the proceeds of the sale are applied to acquire similar items. It also prescribes policy and procedures affecting the utilization screening of such property before sale or exchange.

16. Policy Governing the Utilization Screening of Excess Personal Property Under Control of DOD (DOD Instruction 4160.9), reissued 11 January 1960.

This Instruction establishes Department-wide policy and procedures

for reporting personal property under Department of Defense control which is excess to the needs of the organization holding such property. It routes notifications of excess personal property so that all elements of the

Department of Defense may be informed of its existence and character. Provision is made for notifying all other elements of the Federal Government of excesses remaining after Department of Defense needs are met. Finally, the Instruction provides for disposal of such excesses which are not absorbed by the Federal Government.

Reporting Requirements for DOD Materiel Utilization and Disposal Programs (DOD Instruction 4160.17), reissued 6 May 1963, reprinted 5 November 1963.

This Instruction reissues the basic requirements for a Department of Defense reporting system for excess, foreign excess and surplus materiel and the quarterly submission of specific information relating to the

utilization and disposal of excess and surplus personal property.

18. DOD Facility Classes and Construction Categories (DOD Instruction 4165.3), issued 11 March 1955, and subsequent amendments.

This Instruction provides a standard numerical code for the identification and classification of facility classes and construction categories to permit uniform identification and classification of real property in planning, programming, budgeting, accounting, and reporting, exclusive of the Civil Works activities of the Army Chief of Engineers, or emergency construction in direct support of combat operations for any of the military departments.

19. Real Property: Acquisition, Management and Disposal (DOD Directive 4165.6), issued 15 September 1955 and subsequent amendment; Program for Management of Real Property Maintenance Activities (DOD Instruction 4165.9), issued 23 June 1955, and subsequent amendment.

Directive 4165.6 states the Department of Defense policy relative to the acquisition, management and disposal of real property and delegates the authority to accomplish these actions within each of the military departments to the respective Secretary. Instruction 4165.9 outlines a program for uniformly effective management of real property maintenance

activities.

20. Inventory of Military Real Property (DOD Instruction 4165.14), reissued 20 February 1958.

This Instruction provides a uniform procedure to be followed by the military departments for the establishment and maintenance of a world-wide inventory of real property (land and improvements) and for the preparation abridged inventory in summary form. Specific instructions are
